Fargo (CSi) An 18 year old Jamestown female was injured Wednesday about 2:20-p.m., when her car on the I-29 Southbound Bound entrance ramp from I-94 East bound was involve in a crash.
North Dakota Highway Patrol reports the 2004 Impala was southbound on the I-29 southbound entrance ramp coming from I-94 eastbound. The vehicle drove off the left edge of the roadway and the driver steered right, but over corrected causing the vehicle to rotate to the right. The vehicle slid sideways into the west ditch before striking a tree with the driver’s side door. The driver was unconscious and her legs were pinned inside the vehicle. The driver was extricated by the Fargo Fire Department and was transported to Essentia Hospital in Fargo, by FM Ambulance to be treated for her injuries. The crash is still under investigation.
The driver, not identified, was the loan occupant of the car. She was not wearing a seat belt.
The Highway Patrol was assisted at the scene by Fargo Police , Cass County Sheriff’s Office, and Fargo Fire Department.
Jamestown (CSi) A 33 year old Jamestown man was sentenced, Wednesday, after pleading guilty to felony terrorizing in connection with a December 2016 seven hour standoff in Jamestown.
33 year old Troy Allen Elhard was sentenced to 51 days in jail, two years of probation, and fined $960.
Elhard was sentenced by Southeast District Court Judge, Jay Schmitz to undergo a psychiatric evaluation within 90 days and to complete the recommended treatment.
The sentence included a two-year deferred imposition of sentence.
The conviction could be removed from his record in two years if he meets all the terms of his probation.
Law enforcement was called to Northland Estates where Elhard had barricaded himself in a mobile home, with weapons. The call coming from a female in the home.
Attempts to contact or negotiate with him were unsuccessful, and the standoff ended at 4-a.m., after teargas was fired into the mobile home.
Authorities used an armored vehicle to breakdown the door.
He came out of a few minutes later and surrendered without any weapons exchange.
Jamestown (CSi) Jamestown Police is warning residents that a convicted sex offender has changed addresses within the city.
28 year old Matthew Jacob Lee Graham now resides at 408 Business Loop West, #8, Jamestown, ND
His vehicle is a 2000 maroon Dodge Caravan, (Temporary ND license)
Graham has been assigned a high risk assessment by the North Dakota risk level committee, of the North Dakota Attorney General’s Office.
Offense: Indecent Exposure involving a five year old male family friend.
Conviction Date: April 2004, Kidder County, ND
Disposition: Mesabi Academy treatment facility.
Graham is not wanted by police at this time and has served the sentence imposed by the court.
This notification is meant for public safety and not to increase fear in the community, nor should this information be used to threaten, assault, or intimidate the offender.
Any attempts to harass, intimidate or threaten these offenders, their families, landlords, or employers will be turned over for prosecution.

Jamestown (CSi) Jamestown Tourism is offering grants to nonprofit agencies in Stutsman County for projects that will grow or enhance visitor experiences and increase the impact of tourism in the local economy.
On Wednesday’s Wayne Byers Show on CSi Cable 2 Jamestown Tourism, Executive Director, Searle Swedlund said, the 2017 Visitor’s Promotion Capital Construction Fund purpose is to create economic benefits including overnight stays, create facilities that do not exist in the area, and/or create experiences that enhance the time visitors spend in Jamestown. Funds can be used for building new visitor attractions, expansions, creating new experience or supporting services for visitors. Funds cannot be used for marketing or ongoing operating expenses.
Opportunities to apply for these funds will be awarded twice per year. Applications for the spring process will be due March 1, 2017 and agencies awarded funding will have one year after the announcement to use these funds. Applications for the fall process are due October 1, 2017.

Fargo (CSi) The Fargo VA Health Care System and Veterans Benefits Administration will host a Veterans Town Hall and Claims Clinic on March 9, 2017, from 5:30-p.m., to 6:30-p.m., in the Stutsman County Law Enforcement Center Conference Room 1, located at 205 6th Street Southeast, Jamestown.
The Town Hall, open to both Veterans and the general public, will be hosted by the Fargo VA HCS Director, Lavonne Liversage, and the Director of the VBA’s Dakotas Regional Office, Shawn Bohn.
The purpose of the Town Hall is to share information, hear feedback, and answer questions about VA health care and benefits.
All Veterans, their family members, and any organization or individual who works with or on behalf of Veterans is encouraged to attend the town hall. VA healthcare and benefits professionals will be on hand to help answer any and all questions.
A Claims Clinic will be held prior to the Town Hall from 4:30 to 5:30 p.m. During the Claims Clinic, Veterans can submit claims for compensation benefits and vocational rehabilitation and employment benefits. Morton County (CSi) Governor Doug Burgum has issued an executive order calling for the emergency evacuation of the protests sites in southern Morton county.
In a statement released by the North Dakota Governor’s office, the reason for the evacuation is because of flood risk due to rising temperatures.
The Governor states that the area, which rests in a flood plane, would pose a major risks of injury of death for anyone that remains on the sites.
The Oceti Sakowin camp is required to evacuate by February 22nd to allow for cleanup efforts to complete before the potential flooding.
BISMARCK, N.D. (AP) — North Dakota Gov. Doug Burgum says the state is willing to help clean up a camp on federal land that’s been home at times to thousands of Dakota Access pipeline opponents.
Officials fear the camp will soon flood and wash tons of debris into nearby waterways.
The Standing Rock Sioux began coordinating a cleanup in late January, but state officials say it isn’t going fast enough. Burgum says the state could start lining up additional contractors as early as Thursday. He says who would pay the cost could be decided later.
The Army Corps of Engineers also plans to help with cleanup. The agency will shut down the camp Feb. 22. Burgum has issued an evacuation order to complement the Corps deadline. He says arresting people would be a last resort.
BISMARCK, N.D. (AP) — Snowy, frigid weather hampered oil and gas producers in North Dakota in December, leading to the state’s largest production decline in a single month.
A report from the North Dakota Department of Mineral Resources shows December’s production fell to 942,455 barrels per day from November’s 1,034,484 barrels per day. The difference, more than 92,000 daily barrels, made history and officials say almost all can be blamed on the weather.
The Bismarck Tribune reports Lynn Helms, director of the Department of Mineral Resources, says three blizzards, 15 days of winds higher than 35 mph and nine days of temperature below minus-10 degrees made oil and gas production nearly impossible for much of the month.
Helm says effects of the production loss will linger into the second quarter of this year.
BISMARCK, N.D. (AP) — Increased travel at the Bismarck airport means some security changes are needed or it risks losing federal aid.
Manager Greg Haug says the Bismarck Municipal Airport is moving to a new security classification because of the increasing number of passengers. The Transportation Security Administration says the private security firm hired by the city-owned airport no longer meets its standards for training and arrest authority. Until now, the TSA has paid for a portion of the cost of security at the airport, but would no longer provide financial aid unless security is improved.
Airport officials are weighing options, including have a Bismarck police officer work security at the airport. Haug says the estimated cost at $500,000 will be more than double what the airport pays now.
BISMARCK, N.D. (AP) — Kirkwood Mall in Bismarck is coming back to life after a broken water line flooded a large portion of the shopping mall last week.
New carpet has been installed where inch-deep water covered the floor of the north half of the mall a week ago.
Mall spokeswoman Sarah Kotelnicki says a scope was sent into the pipes and discovered the source of the leak about nine feet underground, beneath a Hallmark store.
Kotelnicki says inspectors told the mall the leak could have been caused by weather, age or a number of factors.
The Bismarck Tribune reports the Hallmark store has reopened in a temporary location in the mall. Store manager Sue Roe says Hallmark reopened Sunday, along with most of the rest of the mall.
BISMARCK, N.D. (AP) — Warm weather could lead to early load restrictions on North Dakota highways.
The North Dakota Department of Transportation says seasonal load restrictions may be implemented on some state highways as early as next week.
Areas that could see the first load restrictions of the season include highways in southwestern and southeastern North Dakota.
Normally, load restrictions are placed on some state highways from March to May, depending on the weather. But load restrictions have been put into effect as early as mid-February.
The restrictions typically remain in effect until roadbeds are stabilized enough to carry normal traffic.
DES MOINES, Iowa (AP) — A district court judge has ruled against 14 Iowa landowners who sued to block the Dakota Access pipeline from crossing their property, concluding that the Iowa Utilities Board properly approved a permit for its construction.
Judge Jeffrey Farrell says in a decision filed Wednesday that the board adequately considered whether the pipeline provides a public convenience and necessity and its decision to grant a license was supported by state law and evidence.
The landowners challenged the board’s decision claiming it was illegal to take farmland for a pipeline that provides no public service to Iowans.
The pipeline moves oil out of North Dakota across South Dakota and Iowa and into Illinois.
The attorney for the landowners, Bill Hanigan, says the decision will be appealed to the Iowa Supreme Court.

Valley City (CSi-VCSU) Valley City State University track and cross country coach Chris Johnson announced today the addition of 17 student-athletes for the 2017-18 season.
All 17 have signed letters of intent to continue their education and athletic careers at VCSU this fall. The group of nine men and eight women includes 13 students from North Dakota, three from Minnesota and one from Florida. All 17 have signed to do track & field, while several will run cross country as well.
”We are excited about having the opportunity to work with these student-athletes when they step foot on campus next year,” said Johnson. “There is plenty of potential in this group of recruits and I look forward to seeing what they can accomplish this year as they wind down their high school careers. I have no doubt they will contribute to our squad in a big way after some training at the collegiate level.”
Several of the students are school record holders at their high schools, and most are state qualifiers in various events. Highlighting the signings is one of the top high school javelin throwers in the country, Kyle Odegard from Lisbon, N.D. Odegard won the 2016 North Dakota Class B State Championship in javelin. His state championship throw of 201 feet, 8 inches was the top throw in the state in both divisions and was the 13th best throw in the country for high school javelin last season.
Recruiting is ongoing for the Vikings and Johnson says they hope to add to their strong recruiting class with more signings in the coming months.
Valley City State University is a member of the National Association of Intercollegiate Athletics (NAIA) and a conference member of the North Star Athletic Association (NSAA). In Johnson’s first season as head coach, VCSU had five athletes qualify for the NAIA National Championships last year – including freshman Seri Geisler who won the NAIA national title in women’s javelin.

DENVER (AP) — Andrew Wiggins scored 40 points and Karl-Anthony Towns added 24 points and 18 rebounds in the Minnesota Timberwolves’ 112-99 victory over the Denver Nuggets on Wednesday night.
Wiggins’ second 40-plus game in 24 hours helped the Timberwolves split the season series with the Nuggets, whom they’re chasing for the eighth playoff spot in the West.
The Nuggets went cold 48 hours after blowing out Golden State behind an NBA record-tying 24 3-pointers on 40 tries. They made just 11 of 34 from long range this time, and Nicola Jokic shot just 6 of 19 from the floor for 15 hard-earned points.

MINNEAPOLIS (AP) — Akeem Springs followed his own missed 3-pointer with a putback flip from the baseline with 3 seconds left, lifting Minnesota to a 75-74 victory over Indiana Wednesday night to hand the Hoosiers their fourth straight loss.
Springs finished just 2 for 13 from the field, but the fifth-year senior’s hustle after his contested heave from the corner helped give the Gophers (19-7, 7-6 Big Ten) their fourth consecutive victory after falling behind in the closing minutes. Nate Mason led the way with 30 points, including 11 of 12 free throws.
James Blackmon Jr. finished with 22 points for the Hoosiers (15-12, 5-9). After driving through the defense to the top of the key, Blackmon pulled up for a 3-point try at the buzzer that banged off the backboard.
FORT WAYNE, Ind. (AP) — Brent Calhoun tied his career-high with 19 points and Fort Wayne knocked North Dakota State from atop the Summit League standings with a 77-61 win Wednesday night.
The Bison (17-9, 9-4) entered the day one-half game ahead of rival South Dakota, but now sit tied with the Coyotes at 9-4.
Calhoun added a team best eight rebounds. John Konchar finished with 15 points while Mo Evans and Kason Harrell each added 14 for the Mastodons (18-9, 7-6).
A.J. Jacobson was the only player in double figures for the Bison, finishing with 14 points. North Dakota State shot just 40.4 percent and had 15 turnovers.
A Jacobson 3-pointer cut what had been a double-digit Fort Wayne lead to 56-49 with 6:19 to go. But Harrell responded with a 3 of his own, the first of 11 straight points he scored for the Mastodons, and Fort Wayne pushed its lead back to 16.
RED WINGS-NYQUIST SUSPENDED
NEW YORK (AP) — Detroit Red Wings forward Gustav Nyquist was suspended for six games without pay by the NHL on Wednesday for high-sticking Minnesota Wild defenseman Jared Spurgeon in the face.
On Sunday in Minnesota’s 6-3 home victory, Spurgeon knocked Nyquist to the ice, and Nyquist came up swinging, using the blade of his stick to spear Spurgeon just below his left eye. Nyquist was called for a double-minor for high-sticking. Spurgeon missed a few shifts while getting stitches in his cheek.
The suspension will cost Nyquist $158,333. The 27-year-old Swede has seven goals and 22 assists in 56 games this season.

MILWAUKEE (AP) — The Bucks say forward Jabari Parker underwent successful knee surgery and is expected back in approximately 12 months.
Parker suffered a torn ACL in his left knee during a loss to Miami last week. He tore the same ligament in 2014.
Parker was averaging a career-high 20.1 points and 6.2 rebounds as one of the Bucks’ franchise cornerstones and the team’s second-leading scorer.
NEW ORLEANS (AP) — Knicks forward Carmelo Anthony has been added to the Eastern Conference All-Star team for Sunday’s game at New Orleans.
It’s the 10th All-Star nod for Anthony, who will replace the injured Kevin Love of Cleveland. Only LeBron James has been selected to more All-Star games than Anthony among active players.
NEW ORLEANS (AP) — Philadelphia center Joel Embiid (joh-EHL’ ehm-BEED’) will not participate in the Rising Stars Challenge or the Skills Challenge at NBA All-Star weekend in New Orleans because of an injured left knee.
Oklahoma City’s Alex Abrines (ah-BREE’-nehs) will replace Embiid on the World Team for Friday’s Rising Stars game. Denver’s Nikola Jokic (NEE’-koh-lah YOH’-kich) will take Embiid’s spot in the Skills Challenge on Saturday.
Embiid has not played since Jan. 20 because of the knee problem.

UNDATED (AP) — President Donald Trump won’t be filling out an NCAA Tournament bracket on ESPN this March, unlike his predecessor, Barack Obama.
ESPN spokesman Josh Krulewitz (KROOL’-wihts) says the network expressed its interest to the White House in continuing the presidential bracket and was “respectfully declined.”
Obama is a huge and knowledgeable basketball fan. He would join the network on-camera and make his March Madness picks for both the men’s and women’s brackets.

WASHINGTON (AP) — The White House is looking for a replacement for President Donald Trump’s labor secretary pick after the nominee backed out. Andrew Puzder, CEO of CKE Restaurants, which owns Hardees and Carl’s Jr. fast-food chains, lost a lot of Republican support after acknowledging that he had at one time employed a housekeeper who was not authorized to work in the U.S. Democrats point to Puzder’s disparaging his restaurant workers and a report by Business Insider that Puzder said he wanted to try robots at his restaurants.
MOSCOW (AP) — Russian President Vladimir Putin is calling for a new level of cooperation with Western intelligence agencies in order to fight terrorism. Trump says, “It’s in the general interest to establish a dialogue with the special services of the United States and other member countries of NATO.” But at a meeting of top officials of the Federal Security Service, Putin also complained that NATO “is constantly provoking us and trying to draw us into confrontation.”
HARTFORD, Conn. (AP) — Congressmen from Connecticut are concerned about reports of a Russian intelligence-collection ship traveling near a U.S. naval submarine base. U.S. Sens. Richard Blumenthal and Chris Murphy and U.S. Congressman Joe Courtney issued statements Wednesday condemning what they describe as Russia’s increasing aggression. A U.S. defense official said Tuesday the Russian ship has been operating in international waters off the U.S. East Coast.
JERUSALEM (AP) — A new poll suggests that the number of Israelis and Palestinians who support the establishment of an independent Palestinian state has dropped in recent months. But far more people continue to prefer the two-state solution to an alternative single-state arrangement. The joint Israeli-Palestinian poll was released on today, a day after President Donald Trump and a visiting Israeli Prime Minister Benjamin Netanyahu distanced themselves from the two-state solution.
HAGATNA, Guam (AP) — A former altar boy who’s accused Guam’s longtime archbishop of sexually abusing him has refused to testify before a Vatican court headed by American Cardinal Raymond Burke on the grounds that he couldn’t have his lawyer present. Attorney David Lujan says his client met today with Vatican officials who traveled to Guam to take testimony in the trial of Archbishop Anthony Apuron. Apuron faces multiple allegations of sex abuse of altar boys in the 1970s. He has denied the claims and has not been criminally charged.
