DUNN CENTER, N.D. (AP) — An Idaho truck driver is accused of illegally dumping saltwater in the North Dakota oil patch.

Saltwater is a byproduct of oil production and must be disposed of according to state rules. SBT driver George Baker Jr., of Ponderay, Idaho, is accused of dumping 4,200 gallons on hay land owned by Dunn Center ranchers Shane and Sheralee Dolezal last weekend.

SBT General Manager Bobby Porterfield tells KX News “there is no excuse” for the alleged incident.

Baker faces a felony charge that could land him in prison for up to five years. Court documents don’t list an attorney, and a home telephone listing couldn’t be found. He could enter a plea July 19.

The company also could be fined.

Contaminated soil is being removed, and the state Health Department is monitoring the area.

BISMARCK, N.D. (AP) — Voters in about a dozen North Dakota school districts have overwhelmingly approved publishing local school board minutes in newspapers, while lawmakers consider a bill draft allowing counties to move their minutes online.

The Bismarck Tribune reports that election results Tuesday for publication of school boards’ minutes in newspapers ranged from 80 to 94 percent approval across the state.

North Dakota Newspaper Association Executive Director Steve Andrist says the results are historically consistent with voters wanting minutes in newspapers.

A bill draft to allow counties to publish their proceedings online instead of in a newspaper came about after a study examining costs associated with political subdivisions’ public notices.

Republican Sen. Diane Larson says she’s not against public notices in newspapers, but that associated costs should be absorbed into the printing price.

BISMARCK, N.D. (AP) — Adult rainbow smelt are dying off in Lake Sakakawea, a Missouri River reservoir in North Dakota considered one of the premier walleye fisheries in the Upper Midwest. But state wildlife officials and fishing guides say the problem appears worse than it likely is.

Smelt are a prime food for walleye, and the number of young and growing walleye in the lake is among the highest in decades. But there should be plenty of smelt to feed them all despite the die-off, according to the state Game and Fish Department.

“With a population estimate approaching 200 million smelt in 2017, a high abundance of healthy smelt remains in the lake,” said Dave Fryda, the agency’s fisheries supervisor for the Missouri River system.

The smelt population is the highest it’s been in decades because of a string of wet years that has created high lake levels, which leads to more cold-water habitat in which the baitfish thrive, said Greg Power, fisheries chief for Game and Fish. However, a high abundance of smelt also can lead to the spread of disease, which officials suspect is a contributing factor in this year’s die-off.

Most of the dead and dying smelt show signs of the Columnaris bacteria that has caused periodic die-offs since smelt were introduced in the 1970s to the lake created by the construction of Garrison Dam in the 1950s. Outbreaks of the bacteria typically occur when there are rapid changes in water temperature while the fish are stressed.
