Valley City (CSi) Barnes County Emergency Manager, Sue Lloyd is informing resident of the being implemented, county wide change of address plans.
Her statement in the letter to be mailed to residences soon, states:
“Over the past decade, 911 has become a more technical system through the implementation of GIS (Global Information System) and GPS (Global Positioning System) mapping programs, and Phase II Wireless 911. More specifically, Barnes County 911 has installed the Bulberry Mapping System which uses GIS technology, and the new Phase II wireless 911 technology. In a January 19th, 2016 County Commission meeting, The Barnes County Commission agreed to go ahead with the readdressing project because of the need for each residence and commercial property to be properly addressed in order for the correct address information to be available through this new technology.
In the past, numerous residences and commercial properties in the Valley City/Barnes County area have been incorrectly addressed and until now, it was not a problem of great concern. However, with the new technology, each address must comply with the grid organization of the county. If a residence or commercial property is misaddressed, the system will not recognize the location on the map. This could cause critical delays in the dispatch and response times of emergency personnel to the call/emergency. It is essential for the continued service of Barnes County 911 to have updated addresses for the county residences and commercial properties.
With the correct address in place, we will have a faster, more accurate route to an emergency at every location in the county.
We understand that this is going to be an inconvenience to many and want to apologize for any inconvenience this may cause; however, it is in the best interest of all residents of the Barnes County 911 area to have the entire county addressed correctly to prevent possibly life threatening delays in access by emergency personnel. I have included the new address that has been assigned to your property. We will notify your respective post office of the new address generated for your property however, you will also need to complete a change of address request at your local post office.

FARGO, N.D. (AP) — Two men accused of killing a woman on the Spirit Lake Indian Reservation in northeastern North Dakota have changed their pleas to guilty.
Federal authorities say 21-year-old Daylin St. Pierre and 24-year-old Dakota Charboneau each pleaded guilty to three charges in the August 2016 death of Karla Yellowbird. That included a felony murder charge against St. Pierre and a second-degree murder charge against Charboneau.
Court documents show that Charboneau and another person planned to rob Yellowbird of her money and belongings and later recruited St. Pierre to do the robbery. St. Pierre shot and killed Yellowbird during the robbery.
Sentencing for the two men is scheduled for Feb. 25.
FARGO, N.D. (AP) — Some National Guard students attending North Dakota colleges on ROTC scholarships are scrambling to find ways to stay in school after the state Guard announced it could no longer fund its share of the program.
The students were expecting free tuition that for years has been covered by a combination of federal and state funds. Lee Bushaw, the Guard’s education services officer, said the state no longer has enough money to cover a shortfall created by both tuition increases and a decline in federal support. Students could be out as much as $5,000 for the spring semester.
“We kept plugging the holes that were made by the federal government,” Bushaw said. “Now we can’t fix it.”
Kenneth Hardy, chief of education services for the U.S. Army National Guard, said in the last fiscal year about 30,000 soldiers nationally have received money from their states to supplement their federal payments from both a tuition assistance program and the GI Bill. He said the state funding allows soldiers to take more classes and earn their degree more quickly.
BISMARCK, N.D. (AP) — A super weed that can devastate corn and soybean crops has now been found in five North Dakota counties.
Palmer amaranth can grow as tall as 7 feet and produce hundreds of thousands of seeds. It’s strong enough to stop combines and resist many herbicides.
It was first confirmed in North Dakota in McIntosh County in August. North Dakota State University says it’s now also been confirmed in Benson, Dickey, Foster and Richland counties.
Agronomist Tom Peters says infestations are small and there’s still hope for preventing a widespread infestation. He says diligence by farmers, other landowners, gardeners and even hunters is key.
Agriculture Commissioner Doug Goehring has encouraged farmers to scout fields this harvest, and the Game and Fish Department has asked hunters to keep an eye out.
DEVILS LAKE, N.D. (AP) — The North Dakota National Guard is proposing a plan to expand its training center in a northeastern county to accommodate more military members.
The Minot Daily News reports that Maj. Gen. Alan Dohrman says the state’s National Guard plans to seek input from neighboring landowners, counties, cities and the Spirit Lake Nation on the proposal to expand its Camp Grafton Training Center-South in Eddy County.
Dohrman says they’d like to expand Camp Grafton by at least 6,000 more acres to build a new range complex.
Military members in North Dakota often have to travel to Camp Guernsey in Wyoming and Camp Ripley in Minnesota for training.
Dohrman met with Minot officials last month about the training center not being adequate in size to support range and maneuver functions.
BISMARCK, N.D. (AP) — A Bismarck addiction treatment center is using telemedicine to extend its reach to western North Dakota, a rural region where such services are limited.
The U.S. Department of Agriculture recently announced that Heartview Foundation in Bismarck received a nearly $155,000 grant to purchase telemedicine equipment, the Bismarck Tribune reported. The grant money comes from the federal agency’s Distance Learning and Telemedicine Grant Program, which aims to encourage rural communities to use telecommunications to connect to resources and services.
Kurt Snyder, Heartview’s executive director, said transportation is a barrier for people seeking treatment or overall access to health care. Patients travel a median distance of 37 miles (60 kilometers) to the Bismarck addiction treatment center.
Snyder said that rural western North Dakota has “extremely limited services.”

PARADISE, Calif. (AP) — Officials in Northern California released another grim statistic in a wildfire that is achieving heartbreaking records: 29 people have died in and around Paradise, matching the deadliest wildfire in state history.
That brings the death toll from fires this week to 31 statewide. Authorities called in a DNA lab and teams of anthropologists to help identify victims.
More than 220 people remain unaccounted for in Northern California as whipping winds and tinder-dry conditions threaten more areas through the rest of the week.

Public safety officials toured the Paradise area to begin discussing the recovery process. Much of what makes the city function is gone.

FORT LAUDERDALE, Fla. (AP) — Mishaps, protests and litigation are overshadowing the vote recount in Florida’s pivotal races for governor and U.S. Senate, recalling the 2000 presidential fiasco in the premier political battleground state.
All 67 counties face a Thursday deadline to complete recounts. Half began last weekend amid early drama focused on Broward and Palm Beach counties, home to large concentrations of Democratic voters.
The recount was ordered Saturday after unofficial results showed Republican former U.S. Rep. Ron DeSantis leading Democratic Tallahassee Mayor Andrew Gillum by 0.41 percentage points for governor. Scott’s lead over Democratic incumbent Bill Nelson was 0.14 percentage points for the Senate.
The recount is unprecedented even in a state notorious for settling elections by razor-thin margins.
JERUSALEM (AP) — The Israeli military says an officer was killed and another was moderately wounded during an operation in southeast Gaza Strip, involving an exchange of gunfire.
The early Monday statement followed a rare late-night burst of violence in which seven Palestinians were also killed. The flare-up came as Israel and Gaza’s Hamas rulers had appeared to be making progress toward ratcheting down months of border violence.
Israel’s military later said the operation had ended.
Earlier, Hamas’ armed wing, the Qassam Brigades, said Israeli undercover forces in a civilian vehicle infiltrated 3 kilometers, about 2 miles, into Gaza on Sunday and fatally shot Nour el-Deen Baraka, its local commander in Khan Younis town.
It said militants discovered the car and chased it down, prompting Israeli airstrikes that killed “a number of people.”
