The North Dakota Department of Transportation (NDDOT) along with the North Dakota Highway Patrol (NDHP) have issued a Travel Alert for Grand Forks and surrounding areas due to strong winds and blowing snow which is creating reduced visibility and creating hazardous driving conditions. Cities included in the Travel Alert are Grand Forks, Drayton, Grafton, Cavalier, Michigan, Cooperstown and surrounding areas.

The North Dakota Department of Transportation (NDDOT) and the North Dakota Highway Patrol warn the public to be aware that, with very cold temperatures, black ice may be encountered on roadways, especially in high traffic areas.

Much of the black ice is created by the moisture tracked onto roadways by vehicles and from vehicles’ exhaust systems. Black ice forms when temperatures drop rapidly and any moisture on the road freezes into a smooth, nearly invisible, slippery surface. This thin layer of ice is very hard for motorists to detect, so drivers need to be especially vigilant in looking for changes in a road’s surface that may affect traction.

Crews are working to improve road conditions, however de-icers are less effective in extremely cold temperatures. Maintenance crews are limited to applying abrasive material such as sand to provide temporary traction and using equipment to scrape ice and compacted snow.

All travelers are encouraged to monitor road conditions as weather conditions occur and use caution while traveling. For road information, call 511 from any type of phone or go to the website: www.dot.nd.gov .

The NDDOT works hard to keep travelers informed of road conditions. However, the road conditions are not reported 24 hours a day but updated every day from 5 a.m. to 10 p.m. Central Time, including holidays. It’s important to remember that the conditions may vary from what is being reported.  The latest road reports on line at CSiNewsNow.com

Jamestown  (CSi)  Betty Jo Krenz of Woodworth was sentenced Monday in Southeast District Court in Jamestown to over four years in prison, after entering an Alford plea, to charges of theft of property a Class C felony, and theft of property, a Class B misdemeanor.  A charge of unauthorized use of identifying information was dropped.

She was sentenced in connection with a a so-called adoption scam.

Krenz, in her late 40’s  entered an Alford plea, meaning she acknowledge there was enough evidence to be convicted of the crime, but didn’t admit to the crime.

Krenz turned herself into authorities in June 2018 following arrest warrants.

Families involved accused Krenz of taking money from a Medford, Oregon family under the pretense of facilitating an adoption for them.

Court documents provided by the State’s Attorney, say she used her background, a Spirit Lake social worker, to provide false adoption paper work.

The investigation showed several times when Krenz promise a baby adoption without following through. Restitution to the victims of the scam is to be determined over the next 60 days and added to the sentence.

Police Chief Scott Edinger said the dog had bitten at least three people in the 10 days leading up to its capture.

(CSi)   — The National Council for Home Safety and Security (NCHSS) has just released a study that reveals the safest cities in the United States. The study was completed primarily to highlight the cities that have had the least amount of violent and non-violent crimes per population, while also bringing awareness to the cities that are more likely to have crime per capita.

North Dakota, for example, has property crime rates that are nearly 40% lower than the national average, and violent crime rates that fortunately fall below as well. However, as the data shows, there are often vast differences from one city (or state) to the next.

Jamestown ranks the fifth safest city in North Dakota. Click through to the study here: https://www.alarms.org/safest-cities-in-north-dakota/

Bismarck (Gov Burgum’s Office)  ) – With most of North Dakota under a wind chill warning for Tuesday, Gov. Doug Burgum and State Superintendent Kirsten Baesler are supporting the judgment of school administrators about whether to close schools in response.

Baesler said local school administrators decide whether to delay school openings, dismiss classes early or cancel school days altogether. Some storm days are already required to be “built in” to a school district’s calendar.

Baesler says, “Each of our North Dakota school districts is different, and our local superintendents are in the best position to judge whether it is appropriate to hold classes on days when the weather is snowy or extremely cold.  Our schools across the state are evaluating this new cold snap according to their local weather conditions, and that is how it should be.”

The Department of Public Instruction has information about school closings on its website. A list of frequently asked questions, and the answers to those questions, is here: https://www.nd.gov/dpi/SchoolStaff/SAO/FAQ/closingfaq/

Background information about school closings is here: https://www.nd.gov/dpi/SchoolStaff/SAO/weather/

North Dakota Century Code 37-17.1-05 has been interpreted as giving the governor authority to close schools statewide, but only after first declaring a state of emergency through executive order. This authority has very rarely been exercised, as the decision historically has been left to local superintendents. Of the four winter storm emergencies declared by executive order since 2010, none included an order to close schools.

FARGO, N.D. (AP) — Police have identified an elderly couple found fatally shot in their Fargo home over the weekend. The bodies of 80-year-old Lois Ham and 78-year-old John Ham were found late Saturday morning. Authorities say it appears to be a murder-suicide case and that no suspects are being sought.Neighbors say the Hams were both very ill.

BISMARCK, N.D. (AP) — North Dakota’s Republican-led House has approved legislation that would require abortion providers to tell women undergoing drug-induced abortions that they could still have a live birth if they change their mind.

The so-called “abortion reversal” legislation was approved 73-16 Monday. It now goes to the Senate.

Supporters say doctors can give a woman the hormone progesterone to stop an abortion after she has taken the first of two medications needed to complete the abortion.

The American Congress of Obstetricians and Gynecologists says there is no medically accepted evidence that a drug-induced abortion can be interrupted.

Abortion-rights groups say the legislation amounts to providing misinformation to woman.

North Dakota’s proposal follows similar and successful bills in Idaho, Utah, South Dakota and Arkansas.

BISMARCK, N.D. (AP) — The Legislature should be prepared to set aside money to treat problems that will result from legalizing sports betting in the state, lawmakers were told Monday.

North Dakota is one of many states attempting to capitalize on the U.S. Supreme Court’s recent decision that lifts a federal ban on sports gambling. Lawmakers are considering legislation that would allow sports betting to generate revenue for the charitable gambling industry and the state.

Two Republican lawmakers, Reps. Jason Dockter of Bismarck and Thomas Beadle of Fargo, introduced separate legislation that would allow sports betting, hoping to generate revenue for the charitable gambling industry and the state.

But while most people can gamble without getting hooked, it becomes a “life-altering addiction” for others, said Lisa Vig of Gamblers Choice, a treatment program of Lutheran Social Services in Fargo.

Dockter’s bill would permit gambling on college and professional sports, while Beadle’s would allow only the latter. Neither bill has a provision to fund counseling for compulsive gamblers. Vig said she would support the legislation if that provision is included.

NBA-PELICANS-DAVIS

Agent says Davis wants out of New Orleans

UNDATED (AP) — Anthony Davis’ agent says the five-time All-Star has told the New Orleans Pelicans that he wants to be traded to a contending team.

Agent Rich Paul confirmed the request to The Associated Press early Monday. ESPN first reported that Davis has told the Pelicans he wants to go elsewhere.

The Pelicans have issued a statement saying they will make a deal on their terms and their deadline, adding that they will only accept a trade that makes the most sense for the team.

Davis is having the best season of his career, averaging 29.3 points and 13.3 rebounds per game. He’ll almost certainly become a six-time All-Star later this week when the NBA announces the full rosters for this year’s game that will be played Feb. 17 in Charlotte.

SUPER BOWL-WEATHER

Snow forecast for Atlanta

ATLANTA (AP) — Atlanta has never handled snow very well, and the city is bracing for a possible winter storm just as thousands of fans begin pouring into town for Super Bowl 53.

A winter storm watch goes into effect at 4 a.m. Tuesday for Atlanta, a city known for grinding to a halt even in relatively light snowfalls.

Georgia Gov. Brian Kemp said Monday that state offices in more than 30 counties in the northern part of the state would be closed Tuesday, including those in the Atlanta area.

The National Weather Service projects that up to an inch of snow is possible Tuesday in Atlanta, with up to 2 inches in far northern suburbs. Forecasters warn of the possibility of ice-glazed roads and highways.

The snow forecast comes five years after cars, trucks and school buses became marooned on Atlanta freeways in what became known as “snow jam.”

However, The Weather Channel is predicting a high of 58 degrees Fahrenheit and a low of 50 for Sunday’s game between the Rams and Patriots.

The two teams went through media day on Monday, a little more than 24 hours after arriving in Atlanta.

NFL-SAINTS-RAMS-PLAYOFF LAWSUIT

Federal case over the NFC title game

NEW ORLEANS (AP) — A longshot lawsuit seeking a possible do-over of the NFC championship game has been moved from state court in Louisiana to federal court.

At issue is the failure of officials to call interference or roughness penalties when a Rams player leveled a Saints receiver with a helmet-to-helmet hit at a crucial point in the playoff game. The Rams won overtime and are set to play the Patriots in the Super Bowl.

The lawsuit by two Saints season ticket holders says NFL Commissioner Roger Goodell should implement a league rule that could mean reversal of a game’s result or the rescheduling of a game. The NFL’s lawyers say the rule doesn’t apply in matters involving referees’ decisions.

NFL-COLTS-VINATIERI

Vinatieri could be NFL’s oldest player next season

UNDATED (AP) — Kicker Adam Vinatieri has signed a one-year contract with the Indianapolis Colts.

The 46-year-old Vinatieri will again be the league’s oldest active player next season if he makes the Colts out of training camp. Should he play beyond his birthday on Dec. 28, he would join fellow kickers George Blanda and Morten Andersen as the only 47-year-olds to appear in an NFL game.

He begins next season as the NFL’s career scoring leader with 2,600 points and career leader in field goals made with 582.

In other NFL news:

— The Bills have re-signed long snapper Reid Ferguson to a three-year contract. Ferguson was an exclusive rights free agent and returns for a fourth season with Buffalo.

— Lions linebacker Trevor Bates is undergoing a psychological evaluation at a New York City hospital after his weekend arrest, according to his agent. Bates was arrested around 1:30 a.m. Saturday at a hotel near LaGuardia Airport after allegedly refusing to pay a $32 cab fare for a ride from Manhattan. Police say they were ready to let him go with an appearance ticket if he didn’t have any outstanding warrants, but Bates refused to be fingerprinted and punched a sergeant in the face.

Mets reliever: Many teams would rather make money than win

UNDATED (AP) — Newly-signed New York Mets reliever Justin Wilson says the number of teams not pursuing free agents has damaged the market.

Astros ace Justin Verlander was quoted last weekend by the Houston Chronicle expressing similar sentiments.
