The National Weather Service in Bismarck has issued

*A Flood Warning for Snowmelt in…
LaMoure County North Dakota…
Dickey County North Dakota…
Kidder County North Dakota…
Logan County North Dakota…
McIntosh County North Dakota…
Emmons County North Dakota…
Stutsman County North Dakota…

* Until 1115 AM CDT Monday, April 8, 2019.

As of Thursday afternoon, runoff from snowmelt continued and is
expected to accelerate through this weekend.

Yesterday the James River at the city of LaMoure was at 15.9 feet just short of the moderate flood stage of 16 feet.

Yesterday the James River at the city of LaMoure was at 15.9 feet just below of the moderate flood stage of 16 feet.   The National Weather Service reports that James River ice jams south of  Pipestem and Jamestown dams are causing the river level at the city of LaMoure to be about 4 feet higher than water flowing through the river.

Overland flooding and high water along small streams will expand across much of south central North Dakota, between the Missouri River and the James River Valley. This includes the Beaver Creek tributaries in Emmons County, the tributaries of the James and Maple Rivers in Stutsman, LaMoure, and Dickey Counties, as well as the Prairie Pothole region of
Kidder, Logan and McIntosh counties.

PRECAUTIONARY/PREPAREDNESS ACTIONS…

Stay away or be swept away. River banks and culverts can become
unstable and unsafe.

In hilly terrain there are hundreds of low water crossings which are
potentially dangerous in heavy rain. Do not attempt to cross flooded
roads. Find an alternate route.

The Latest Flood Warnings from The National Weather Service

ABERCROMBIE, N.D. (AP) — A water rescue team has pulled a man from his vehicle after it veered off a Richland County road and into a flooded ditch.

KFGO reports authorities responded to a report of a vehicle in the water on County Road 81 south of Abercrombie Thursday about 4:30 p.m.

The team was able to reach the 43-year-old driver using a boat and specialized cold water rescue gear. The driver was not seriously injured.

Cass County  (KFGO) – Cass County Sheriff Jesse Jahner says a man and a woman have been captured following an early Thursday morning theft at the Jamestown Walmart, followed by a high-speed chase into the Embden area. The thieves got away with about $60,000 in merchandise, mostly electronics.

Jamestown Assistant Police Chief Justin Blinsky tells KFGO News police responded to the report of a theft at the Walmart shortly before 3 a.m. Officers had a description of the vehicle, which was found minutes later.

An officer attempted a traffic stop but the driver refused to pull over and headed east on the interstate with Jamestown police pursuing the vehicle. Speeds were in excess of 100 mph.

Police broke off the pursuit once into Barnes County as the state patrol took over. Cass County deputies got involved once the vehicle entered the county. The suspects’ vehicle was found after it became stuck in mud.

KVLY reports that during the search the Cass County Sheriff’s Office issued a shelter in place, telling people to keep cars and buildings locked and to call 911 if anyone saw anything suspicious.

Officers had a four mile perimeter set up in the 3900 block of 146th Ave SE in Wheatland, stretching all the way to 150th Ave SE.

Both suspects are from Detroit, Michigan. Twenty-two-year-old Dejon Johnson and 21-year-old Tiffaney Simmons are facing burglary and criminal mischief charges.

The suspects were found eventually located in an abandoned house, about two miles away from their abandoned car, north of Chaffee, N.D.

BISMARCK, N.D. (AP) — North Dakota’s Health Department has chosen operators for medical marijuana dispensaries in Devils Lake, Dickinson, Jamestown and Minot.

Those operators must still go through the registration process and meet all state requirements.

The Health Department earlier named operators for dispensaries in Fargo, Grand Forks, Bismarck and Williston. The Fargo facility opened for business on March 1.

State Medical Marijuana Division Director Jason Wahl says all eight dispensaries are expected to be operating by the end of the year.

North Dakota voters approved the drug in November 2016. The Health Department has been working on the system since lawmakers crafted initial rules in early 2017. The rules are being fine-tuned during the current legislative session.

The state expects as many as 4,000 residents will legally be using medical marijuana by summer 2021.

Jamestown  (CSi)  Senator John Hoeven says  he has worked with SkyWest and United Airlines to restore the previous flight schedule, as SkyWest announced last month that flights would change from 6:30 AM to 9:30 AM beginning April 29th. Flyers have expressed concerns as fewer connecting flights would be available with a later departure time.

The morning flight will depart Jamestown at 9:30 a.m. from April 29 through May 31 before returning to the original 6:30 a.m. departure time on June 1.

Hoeven says,  “Without this flight option, residents of these communities would have faced significantly longer travel times.   Airports and the possibility of losing out on AIP grants. That’s why we made the case to SkyWest and United to restore this flight, and we welcome today’s decision.” (To restore the previous schedule.)

Jamestown (CSi)  Triumph, Inc., in Jamestown is collecting items to send to flood victims in Nebraska.

MANDAN, N.D. (AP) — A person of interest has been detained in the investigation into the killings of four people at a North Dakota business, police said Thursday evening.

KVLY reports,  Investigators have arrested 44 year old Chad Isaak on suspicion of killing four people in Mandan on Monday.
Authorities say Isaak faces four counts of AA felony murder.
The Mandan Police Chief Jason Ziegler says the four victims had been stabbed and shot.
Officials stopped Isaak during a traffic stop in Washburn, ND and say evidence in the vehicle and on Isaak prompted them to arrest him.
Police Chief Ziegler says the motive for the killings is still unknown.

Mandan police in a news release cited a tip that led them to Washburn, about 35 miles (56 kilometers) north of Mandan. The department did not release further information, but a news conference was planned for later Thursday.

Deputy Chief Lori Flaten confirmed earlier Thursday that a search conducted Wednesday in a field about half a mile from the business was related to the investigation. She said state and local police at the scene were “looking for potential evidence,” but she didn’t elaborate.

The bodies of an owner and three employees were found early Monday at RJR Maintenance and Management in Mandan, a city of 22,000 people just across the Missouri River from the state capital of Bismarck. Police haven’t said how the four were killed or publicly suggested a possible motive. But they said the attack “was specific to the victims,” and they didn’t feel the public was in danger.

Earlier Thursday, police declined to release details of a 911 call that alerted authorities to the slayings. The Associated Press and other media outlets asked for audio and a transcript of the 911 call, but police denied the requests, citing a provision of the state’s open records law that allows authorities to withhold such information during an active investigation.

Police have identified the dead as Robert Fakler, 52, co-owner of the property management business; employee Adam Fuehrer, 42; and married workers Lois Cobb, 45, and William Cobb, 50. A combined memorial service will be held Tuesday at Bismarck Community Church, according to Eastgate Funeral and Cremation Service.

According to the website for the family-owned property management business, the company has been handling commercial and residential properties in the area for more than 20 years. Its services include collecting rent for landlords, paying mortgages, re-renting apartments, building and grounds maintenance, lawn care and snow removal. It also rents out storage units.

The RJR building is somewhat isolated despite its location in a business district near a busy main road known as The Strip. A large empty lot sits in the front, a golf course in back and a soccer complex to one side.

Mandan had not had a homicide since November 2016, and had only three in the past six years. In that time period, neighboring Bismarck, which has about 73,000 residents, had seven homicides.

BISMARCK, N.D. (AP) — Top Republican House leaders aren’t giving up on their proposal to use some earnings from North Dakota’s oil tax savings account to help offset income taxes.

Last month, the Senate killed the House bill that would use half of the earnings from the Legacy Fund to reduce individual and corporate income taxes.

A House committee voted Thursday to insert the proposal into the state Tax Department’s budget.

House Majority Leader Chet Pollert says the chamber members “feel very strongly” about the income tax buydown, and stopped short of calling it a bargaining chip.

But he says the Senate still wants some things the House has killed.

He pointed to a Senate bill that representatives defeated that was seen as companion legislation to a major infrastructure spending plan.

BISMARCK, N.D. (AP) — Follow-up testing indicates chronic wasting disease is not widespread in an area of northwestern North Dakota where an emaciated deer was discovered in late February.

Fourteen deer killed by hunters in North Dakota have tested positive for the devastating wildlife malady since 2009. But the white-tailed deer found dead south of Williston was the first in the state known to actually have died of the disease.

The area is prime deer habitat, so the state Game and Fish Department killed and tested 52 deer from the hunting unit to gauge the prevalence of CWD. All tests have returned negative. Wildlife veterinarian Charlie Bahnson says that indicates the CWD prevalence is low.

Any proliferation of CWD in North Dakota could hurt a hunting industry worth tens of millions of dollars to the state.

BISMARCK, N.D. (AP) — Authorities say more than 500 citations were issued during a month-long enforcement campaign to catch impaired drivers.

Of the 543 total citations, 88 were alcohol-related, including 57 arrests for driving under the influence. Officials say there were another 31 arrests or citations for other alcohol-related violations such as open container or consumption by a minor, as well as six drug-related arrests.

The enforcement effort by law enforcement agencies statewide ran the entire month of March.

Playing for the first time since March 25, the Vikings received strong pitching throughout the ranks and totaled 11 hits in the 9-inning game.

The top five batters in VCSU’s lineup combined to score five runs and go 9-for-20 with five walks. Austin Smith drew a bases-loaded walk to start the scoring in the top of the first inning, and then had a bases-loaded single to score two runs in the fifth. The Cougars came back to tie the game with two runs in the bottom of the fourth before the Vikings took the lead for good with their fifth-inning rally. Morris plated one run in the bottom of the fifth, but VCSU’s Shaun Kourajian and Marcus Niemann each pitched two scoreless innings to close out the game.

Seven different pitchers took the mound for VCSU as the Vikings used the non-conference game as a pitching tune-up for this weekend’s four-game conference series against Bellevue University. Phillip Almanza, Jesse Johnson and Jacob Rosales all pitched a scoreless inning to start the game. Brady Engebretson pitched the fourth inning, giving up two hits and two runs, but got a big double play to work out of more trouble and would earn the win on the mound.

Leyva went 3-for-5 out of the leadoff spot and drove in a run. Grant Wehseler was 2-for-4 with a pair of runs, while Austin Smith was 2-for-4 with a team-high three RBIs. Aiden Brook totaled a pair of hits as well, and Christian Peery and Jacob Miller each had a hit.

Grand Forks  (Forum News Service)  The North Dakota High School Activities Association has announced that the 2020 state Class B tournament will be moved from the Minot State Dome to Betty Engelstad Sioux Center, in Grand Forks, in March.

NDHSAA Executive Director Matt Fetsch said the decision “was based on venue availability. The Betty was available in 2020 and not in 2021. The MSU Dome was available in 2021, so we made the swap.

“Facility-wise, (the 2019 tournament) couldn’t have gone a whole lot better. It was as good as we could expect. It’s 100 percent positive from those involved. It was a good experience for the girls, too.”

The 2019 state championship game between Kindred and Rugby set a building attendance record with 3,387 fans.

In world and national news…

WASHINGTON (AP) — President Donald Trump is threatening to slap tariffs on cars coming to the U.S. from Mexico unless the Mexicans do more to stop the flow of migrants trying to enter the U.S.

Trump had threatened to close down the border this week unless Mexico immediately halted “ALL illegal immigration coming into the United States,” but he backtracked Thursday. He told reporters he would try the “less drastic measure” before resorting to his standing border-closure threat.

He will visit the border Friday during a trip to California.

It was the latest, seemingly sudden attempt at new leverage by a president struggling to solve what his administration has called a border “crisis.”

WASHINGTON (AP) — Former Vice President Joe Biden is set to make his first public appearance since a handful of women came forward to say his affectionate behavior had made them uneasy in the past.

Biden is scheduled to make remarks on Friday to the International Brotherhood of Electrical Workers in Washington as he considers a 2020 Democratic presidential bid. It’s unclear if he will address the situation.

He said in a video released Wednesday that he understood “social norms have begun to change” and “the boundaries of protecting personal space have been reset.”

Biden allies insist the eruption has done little to slow planning for a 2020 campaign. Barring the unforeseen, he is expected to announce his candidacy after Easter and embark on a trip to early voting caucus and primary states.

LONDON (AP) — Outspoken Brexit advocate Jacob Rees-Mogg is suggesting that a long delay to Britain’s departure from the European Union would give Britain plenty of time to cause trouble for fellow EU members.

The Conservative Party lawmaker suggests using Britain’s positon to veto any EU budget increases, block the establishment of an EU army, and make it impossible for French President Emmanuel Macron to push further EU integration.

He tweeted after an EU leader suggested a long Brexit delay may be the best course.

Brexit backer Nigel Farage also said he would campaign in European Parliament elections set for late May if Britain takes part, as he expects will happen.

AURORA, Ill. (AP) — The family of an Illinois boy missing for eight years was initially elated by a report that suggested he might have been found.

Timmothy Pitzen vanished at age 6 in 2011, around the time his mother killed herself. So relatives were amazed to hear that a young man had been found wandering the streets of a Kentucky town. He told police he had been held captive for seven years and that he was Timmothy, now 14.

For a day and a half, relatives waited and hoped for a breakthrough.

Then on Thursday came devastating word from the FBI: DNA tests showed that the man was not Timmothy.

Authorities say the person making the claim was actually a 23-year-old ex-convict who was recently released from an Ohio prison.

(AP)  A preliminary report by Ethiopian investigators on the March 10 crash that killed 157 people reveals a minute-by-minute narrative of the gripping and confusing scene in the cockpit.

Pilots of an Ethiopian Airlines flight encountered problems with their new Boeing jetliner from nearly the moment they roared down the runway and took off. For six minutes, they were bombarded by warnings from the plane as they fought for control.

Thursday’s report found that a malfunctioning sensor sent faulty data to the Boeing 737 Max 8’s anti-stall system and triggered a chain of events that ended in a crash so violent it reduced the plane to shards and pieces. The pilots’ struggle, and the tragic ending, mirrored an Oct. 29 crash of a Lion Air Max 8 off the coast of Indonesia.

QUITO, Ecuador (AP) — A senior Ecuadorian official says no decision has been made to expel Julian Assange from the country’s London embassy despite tweets from Wikileaks that sources had told it he could be kicked out within “hours to days.”

A small group of protesters and supporters of Wikileaks’ founder gathered Thursday outside the embassy in London where Assange has been holed up since August 2012.

Earlier, Wikileaks tweeted: “BREAKING: A high level source within the Ecuadorian state has told @WikiLeaks that Julian Assange will be expelled within “hours to days.” Another tweet said it had received a second confirmation.

A top Ecuadorian official denied WikiLeaks’ claim and said no decision had been taken to expel Assange. The official spoke on the condition of anonymity because he wasn’t authorized to discuss the matter.
