A potent storm system is expected to bring accumulating snow from
the northern US Rockies to the western Great Lakes Tuesday night
through Friday. While the heaviest snowfall is expected across much
of South Dakota, far southern North Dakota has a potential of
receiving 3 to 6 inches of snow. Most of the snowfall in North
Dakota should accumulate from late Tuesday night through Wednesday
afternoon. At this time it appears that areas along Interstate 94
may see only an inch or less of snow.
People planning travel beginning Tuesday night across southern North
Dakota, and especially those planning travel to Wyoming, South
Dakota, or southern Minnesota, should check the latest weather and
road conditions and stay up to date with the latest forecast.

* As of Monday morning, runoff from snowmelt continues. Overland
flooding and high water along small streams will continue across
much of south central North Dakota, from the Missouri River into
the James River Valley. This includes the Beaver Creek tributaries
in Emmons County, the tributaries of the James and Maple Rivers in
LaMoure and Dickey counties, as well as the Prairie Pothole region
of McIntosh county. The region is nearly out of snow, but it will
still take a couple of days for most of this runoff to reach the
major river systems.
PRECAUTIONARY/PREPAREDNESS ACTIONS…
In hilly terrain there are hundreds of low water crossings which are
potentially dangerous. Do not attempt to cross flooded roads. Find
an alternate route.

Because of flooding Barnes County Road 22 (Old Highway 10) is closed at Hobart Lake about five miles west of Valley City..
Motorists are asked to take alternate routes until further notice, as no detour is provided at that location.
FARGO, N.D. (AP) — The Red River is cresting in the Fargo-Moorhead area with few problems, though overland flooding remains an issue in rural areas of the valley in eastern North Dakota and northwestern Minnesota.
The river is about 5 feet above major flood stage, but the neighboring cities have put several flood control measures in place since the record 2009 flood when the river crested nearly 6 feet higher.
Impacts this year include closed roads and bridges but no flooded homes or businesses. Mayor Tim Mahoney says officials are pleased.
Cass County Engineer Jason Benson says rural areas are still battling floodwaters. National Guard soldiers remain on standby to deliver sandbags.
National Weather Service meteorologist Greg Gust says a winter storm expected in the Upper Midwest later this week shouldn’t add a lot more moisture to the valley.
TIOGA, N.D. (AP) — The North Dakota Highway Patrol says foggy conditions were present during two separate fatal crashes in Williams County.
The latest happened shortly before midnight Sunday when the driver of a pickup truck missed a stop sign at Highways1804 and 21 near Tioga and struck a Jeep.
A 16-year-old passenger in the Jeep, Alexis Meduna, of Williston, was killed. The Jeep’s 16-year-old male driver and the man behind the wheel of the pickup were injured and taken to Tioga Medical Center.
Earlier Sunday, 37-year-old Jason Morgan, of Williston, was killed in a crash involving a van and a semitrailer in foggy conditions.
The Highway Patrol says Morgan failed to stop at a red light on U.S. Highway 2 near Williston and crashed into the semi about 1:30 a.m.
The deduction is available to individuals or their survivors who receive military retirement pay. The exemption is effective for the 2019 tax year.
Burgum says the legislation honors veterans and promotes “workforce participation by military personnel in North Dakota after retirement.”
Military members generally may retire after 20 years, leaving many of them in their late 30s or early 40s in search of a new career.
The state Tax Department says there are about 5,100 active duty military, armed forces reserves and National Guard members who would qualify for the pay exemption, at a cost of about $2.8 million every two years.

ADEN, Yemen (AP) — An Associated Press investigation has found that Yemen’s massive cholera epidemic was aggravated by official intransigence and potential corruption.
The AP’s reporting found that both the Houthi rebels who control northern Yemen and their main adversary in the war — the U.S.- and Saudi-backed government in the south — impeded efforts by relief groups to stem the epidemic.
The outbreak ultimately produced more than 1 million suspected cholera cases — the worst cholera epidemic recorded in modern times. The epidemic killed nearly 3,000 Yemenis.
Relief workers and government officials said they have seen repeated indications that insiders in both governments have skimmed off money and supplies for cholera vaccination and treatment and sold them on the black market.
WASHINGTON (AP) — Kirstjen (KEER’-sten) Nielsen says she continues to support President Donald Trump’s goal of securing the U.S.-Mexico border in her first public remarks since her surprise resignation as Homeland Security secretary.
Nielsen told reporters gathered outside her Alexandria, Virginia, home on Monday that she will keep supporting “all efforts to address the humanitarian and security crisis” on the border.
Nielsen thanks the Republican president for “the tremendous opportunity to serve this country.” She says she’s spent the last 24 hours talking to administration officials and members of Congress to ensure a smooth transition and intends to continue “to support” the department “from the outside.”
Nielsen resigned Sunday amid Trump’s growing frustration and bitterness over a spike in Central American migrants crossing the border.
Customs and Border Protection Commissioner Kevin McAleenan has taken over as department head.
WASHINGTON (AP) — Iran’s Supreme National Security Council says it has designated the United States Central Command, also known as CENTCOM, and all its forces as terrorist and labeled the U.S. as a “supporter of terrorism.”
The semi-official Fars news agency reported the statement by Iran’s National Security Council on Monday. It followed the U.S. announcement that it has designated Iran’s Revolutionary Guard as a foreign terrorist organization.
The statement from the council came after Iran’s foreign minister said he wants to include the Middle East-based U.S. military forces on his country’s “terrorist groups” list.
DAVENPORT, Iowa (AP) — Bernie Sanders is embracing a new role: front-runner.
The Vermont senator leads the pack of 2020 Democratic presidential candidates in fundraising and is drawing big crowds in early voting states. Sanders raised more than $18 million in the first fundraising quarter, far outpacing his rivals.
Sanders is embracing his new status.
He draws explicit comparisons with President Donald Trump in his campaign remarks, previewing his approach to a general election faceoff with the incumbent Republican. He’s also building out a larger, more diverse campaign operation. That’s in response to criticism that his 2016 organization skewed too heavily white and male.
Campaign officials say the 2020 campaign staff of roughly 100 people and growing is majority female and 40 percent people of color.
NEW YORK (AP) — People over age 60 whose brains were zapped with a mild electrical current showed improvements in a form of memory in a new study. In fact, they began performing as well as people in their 20s.
The study focused on working memory, which is the ability to hold information in mind for a matter of seconds as you perform a task. Scientists say it’s crucial for things like taking medications and planning. Results were reported Monday in the journal Nature Neuroscience.
In the study, participants had to remember a detailed image of an object for three seconds in order to judge whether another image was identical or slightly different. They did that repeatedly.
The electrical current was sent through the scalp to improve communication between two areas of the brain.
WASHINGTON (AP) — A new study finds Earth’s glaciers are melting much faster than scientists thought. They are losing 369 billion tons of snow and ice each year, more than half of that in North America.
Michael Zemp, director of the World Glacier Monitoring Service at the University of Zurich, says the most comprehensive study of glaciers worldwide found that those giant masses of snow and ice have lost about 18 percent more mass than an international panel of scientists calculated in 2013.
The world’s glaciers are shrinking five times faster now than in the 1960s, and the loss is accelerating. The melting, a result of global warming, is adding to rising sea levels, according to the study.
The study is in Monday’s journal Nature.
NEW YORK (AP) — TV actress Allison Mack has pleaded guilty in a case involving a cult-like group based in upstate New York.
Mack entered her plea to racketeering charges on Monday, shortly before federal jury selection was scheduled to start in Brooklyn federal court.
The trial is expected to detail sensational allegations that the group, called NXIVM (NEHK’-see-uhm), recruited sex slaves for its spiritual leader, Keith Raniere.
Prosecutors accused Mack of helping Raniere recruit women to a secret sub-society within the group.
Authorities say the women were branded by a surgical tool with a symbol that resembled Raniere’s initials. Mack has said in an interview that the group emphasized self-discipline and self-empowerment and she likened the branding to getting a tattoo, but cooler.
The defense says the women were never abused.
