Jamestown  (CSi)  Jamestown Public Works informs motorists that Wednesday at 1:00pm, 4th St NE (Stadium Hill) was closed from 9th Ave to 12th Ave NE until 5:00 pm.  Intermittent water shortages may occur in this area.

Then…. beginning 6:30 am, Friday September 6th, 4th St NE (Stadium Hill) will be closed from 11th Ave to 12th Ave NE until 5:00 pm.

Please be aware of detour signage – motorists should use extreme caution in this area and use alternate routes if possible.

 

JAMESTOWN, N.D. (AP) — North Dakota’s fifth medical marijuana shop will open next week.

Herbology in Jamestown is set to open Sept. 11. Dispensaries are already open in Fargo, Grand Forks, Williston, and Bismarck.

Devils Lake will be the next site to open and operate a medical marijuana dispensary.

Voters in North Dakotas approved medical marijuana in November 2016. The state expects as many as 4,000 residents will legally be using medical marijuana by next summer.

 

Jamestown  (CSi)  Plans are being formulated to refurbish the World’s Largest Buffalo statue at Frontier Village in Jamestown.

Tourism Director Searle Swedlund on Wednesday’s Wayne Byers Show on CSI Cable 2, said that while “The Feed The Buffalo,” donation box has collected an amount of dollars toward the project, additional fundraisers may be established, after an inspection of the buffalo is made to determine the extent of the work that needs to be done, and the estimated cost.

On the issue of an agreement yet to be worked on between Pelican Point concessionaires and the Stutsman County Park Board, Searle said, he sees both sides of the issue in the leasing agreement contract negotiations, for the 15 month renewal, starting October 1 this year.  The sticking point is renewal fees and loss of county revenue.

Searle pointed out upcoming events in Jamestown, as Tourism funds grant requests.

He said this Saturday and Sunday is the Jamestown Drag Racing Association’s drags at Jamestown Regional Airport.

Guns of the Old West at Fort Seward is set for Saturday.

Also on Saturday is the Pop Up Trails demonstration.

He said the next Grant/Executive Board meeting is on September 19.  Requests are expected to come from organizations planning events in Jamestown over the winter.

Requests for the next round of funding from the Capital Construction fund must be submitted for consideration before October 1 this year.

It’s an All Pro and Advanced Divisions event.  Three rounds of at least 18 holes, players will play one round a day.

BISMARCK, N.D. (AP) — The North Dakota Department of Health says it has received its first report of a severe respiratory illness associated with vaping.

Tobacco prevention and control director Neil Charvat said Wednesday an 18-year-old woman called the health department Aug. 28 to report she had sought treatment at a hospital after developing symptoms of a respiratory illness associated with electronic cigarettes.

Reported symptoms have included cough, fatigue, dizziness, headache, vomiting and diarrhea, chest pain, and worsening difficulty breathing.

North Dakota now joins 25 other states who have reported more than 200 potential cases of severe respiratory illness from vaping. The health department is asking health care providers to watch for cases of severe respiratory illness and ask about recent vaping and e-cigarette use.

BISMARCK, N.D. (AP) — A 2015 pipeline spill of natural gas liquids in North Dakota initially reported as just 10 gallons (38 liters) could top 1 million gallons (3.8 million liters), a state regulator said Wednesday.

The North Dakota Department of Environmental Quality reported Tuesday that about 837,000 gallons (3.17 million liters) of natural gas liquids has been recovered from Oneok Partners’ Garden Creek gas plant in western North Dakota.

Water Quality Division Director Karl Rockeman said about 90,000 gallons (340,677 liters) of contaminated groundwater also has been recovered at the plant near Watford City in the past four years.

“It certainly could be well over 1 million gallons at this point,” Rockeman said of the severity of the spill.

Regulators never updated the public on the size of the spill, even as the Oklahoma-based company updated the state on cleanup. Last year, the company told the state it had recovered 240,000 gallons (908,498 liters) of the natural gas liquids.

Rockeman said a growing number of news reports in the past few weeks prompted the agency to provide better and timely updates, after criticism for disregarding its own policy in updating the volume of a pipeline spill

“We asked for updated numbers (from the company) because of the attention,” Rockeman said.

The larger-than-publicized spill was first reported by DeSmog, a blog dedicated to fighting climate change misinformation. It cited an unnamed person who provided a document that said the spill could be as large as 11 million gallons (41.64 million liters).

Oneok has said that estimate was just “hypothetical assumptions” done by a consultant.

BISMARCK, N.D. (AP) — North Dakota tribal leaders gathered Tuesday to map out a campaign to help ensure their reservations aren’t shortchanged in the 2020 census.

Standing Rock Sioux Chairman Mike Faith told the group during a trbial summit at United Tribes Technical College that his tribe has allocated $50,000 “for the purpose of helping get a true count.” The money will be used for advertising about the upcoming survey, the Bismarck Tribune reported.

Faith said accurate numbers are important to get funding for road repairs, health, housing and schools, among other things. “We depend on that financial assistance,” he said.

In addition to helping to determine federal spending, census numbers are used to determine seats in Congress and statehouses. Faith said he hopes the 2020 census numbers will be used for the redistricting of state representatives and senators. The Standing Rock Tribe has only one district in the Legislature.

The U.S. Census Bureau estimated American Indians and Alaska Natives were undercounted by 4.9% in the 2010 census.

Tribal leaders and others said there challenges in getting an accurate census count in Indian Country, including the remoteness of reservations. Some of the tribal members aren’t helping their own cause, mainly because they are worried that the government is going to use the numbers against them, said Wayne Ducheneaux II, executive director of the Minnesota-based Native Governance Center.

LONDON (AP) — British Prime Minister Boris Johnson is asking lawmakers to back his call for a snap election on Oct. 15, after the House of Commons moved to stop him leading the country out of the European Union without a divorce deal.

Johnson says “there is only one way forward for the country” — a vote to determine who should govern.

Johnson needs the support of two-thirds of lawmakers to call an election, and he is unlikely to get it on Wednesday.

Opposition parties say they won’t back an election until a law has been passed to prevent a no-deal Brexit.

FREEPORT, Bahamas (AP) — Hurricane Dorian’s center is east of Jacksonville, Florida, as the storm moves parallel to the U.S. Atlantic coast.

By Wednesday afternoon, Dorian’s maximum sustained winds had decreased slightly to 105 mph (165 kph) but it remains a Category 2 hurricane.

The U.S. National Hurricane Center says Dorian is centered about 115 miles (185 kilometers) east of Jacksonville and is moving north-northwest near 9 mph (15 kph).

At least seven deaths have been reported in the Bahamas from Dorian, with the full scope of the disaster still unknown.

WASHINGTON (AP) — An internal government watchdog has found that children separated from their parents at the U.S.-Mexico border last year showed increased signs of post-traumatic stress, and the hectic reunification process only added to their trauma.

That’s according to a report by the Inspector General for Health and Human Services obtained Wednesday by The Associated Press. The report recommends minimizing the time children are in custody and creating better care options.

It did not address the quality of care but discussed challenges in caring for children.

HHS said factors beyond the agency’s control led to challenges and the agency has started addressing them.

The report found that staff were overwhelmed. Usually there is one mental health clinician for 12 children but during the period of the “zero tolerance” policy caseloads were 25.

 

HONG KONG (AP) — Hong Kong activists are appealing to Angela Merkel for support ahead of the German chancellor’s trip to China this week.

Merkel’s spokesman said Wednesday that the government had “taken note” of an open letter sent by prominent pro-democracy youth activist Joshua Wong, extracts of which were published by the daily Bild.

But the spokesman, Steffen Seibert, refused to be drawn on whether Merkel would push the issue during her three-day trip, which starts Thursday.

Seibert noted that Merkel had previously called for dialogue and a peaceful solution on the basis of Hong Kong laws.

Economy Ministry spokeswoman Beate Baron said “rule of law is an important basis for (Germany’s) trade relations. That’s true for all countries and of course also for China.”

China is one of Germany’s biggest trading partners.

LANSING, Mich. (AP) — Gov. Gretchen Whitmer is moving to make Michigan the first state to ban flavored e-cigarettes.

The Democrat announced Wednesday that she ordered the state health department to issue emergency rules. They will prohibit the sale and misleading marketing of flavored nicotine vaping products.

Whitmer says her No. 1 priority is keeping kids safe, and she wants to stop companies that are using candy flavors to “hook children on nicotine.”

The federal government and nearly every state bar the sale of e-cigarettes to minors. Whitmer says Michigan will be the first to ban flavored vaping products, including for adults.

The American Vaping Association says the “shameless attempt at backdoor prohibition” could send thousands of ex-smokers back to deadly cigarettes. It says it will support lawsuits to challenge the ban.
