Jamestown (USACE)  The U.S. Army Corps of Engineers has decided to delay the ramping down of the combined releases from Jamestown and Pipestem Dams, now to start on Nov 10 or 11.

Jamestown Mayor Dwaine Heinrich on Monday’s Wayne Byers Show on CSi Cable 2, said the Corps notified him and other city officials that the ramping down of the combined releases of 2400 cfs, is because the anticipated freeze up date has been moved from Nov 11, to November 19.

He said the releases will be incrementally ramped DOWN by 100 cfs per day from both dams, until a release of 1400 cfs is reached by freeze up.

The release for winter flow under the ice cover is still expected to be 800 cfs.

Omaha, Neb  (USACE) – Previously announced decreases to releases from Jamestown and Pipestem Dams have been delayed. Additional data and updated air temperature forecasts have extended the date river ice downstream of Jamestown and Pipestem Reservoirs is expected to start forming, allowing the Corps to release more flood water before winter. The current combined release rate will remain at 2,400 cubic feet per second until river ice is forecasted to form..  River ice forecasts are being continuously updated.

To mitigate the risk of freeze-up ice jams or other ice-related flooding, the target combined release rate before ice-in is 800 cfs .

Updated reservoir forecasts indicate combined winter releases are not expected to exceed 750 cfs; however, additional precipitation, earlier than expected ice-over on the river, or higher than expected baseflow could necessitate higher release levels.  Ice conditions in the entire James River basin will be continually evaluated throughout the winter.  The Corps of Engineers will operate to minimize the risk of ice-related flooding, and adjustments to the releases will be made as needed.

On Monday, Jamestown Dam was at a pool elevation of 1441.7 ft, about 30% into the flood pool, and rising.  Inflows into the reservoir peaked on October 30 and are dropping, currently near 1,900 cfs.  Reservoir releases are 1,200 cfs.

Pipestem Dam is currently at a pool elevation of 1473.2 ft, about 40% into the flood pool, and dropping.  The pool elevation peaked on October 29 at 1475.0 ft, which was 43% into the flood pool.  Inflows are near 650 cfs, and releases are 1,200 cfs.

The Corps of Engineers is coordinating with relevant agencies in North and South Dakota.

 

Jamestown  (CSi)  At a hastily called meeting  by Executive Director, Nichole Moslof, The Frontier Village Association board met Friday at 5-p.m., to address agenda items, brought forth by the FVA attorney, Matt Sorenson of the Vogel Law firm in Fargo.

The meeting was chaired by the now president, Melody Mittledider, who was Vice President of the Association and assumed the presidency after president  Jay Mickelson resigned from that post.

The agenda included items of release of items at Frontier Village, including the release of the Fire Truck and display case at  the Village’s “Fire Department,” building.

FVA Secretary/Treasurer, Tina Busche said the Frontier Village is currently working on project in memory of the late Bert Gray, former Fire Chief, and the items were to be given to the Jamestown City Fire Department.  A motion to approve was passed by the board.

Other agenda items included were:

The sale of the Village’s goat herd, ponies, Tac Shack and Stagecoach, which was tabled.

It was said the sales were necessary due pay bills due to lack of grant request funding by Jamestown Tourism.

Heated exchanges continued through the meeting between some members of the board and those from the community present, as several questions were raised concerning the FVA as an organization.

Tina Busch said, there has been inaccurate information in the press about the current situation and actions taken by the FVA Board, claiming she was lied about with statements she has made.

She stated that it was not the intent of the FVA Board to “Give Jamestown away,” and the contact  was made with Perham, Minnesota to transfer the Village to see if they would accept it, if the board decided to move the Village there.  She said the nothing was transferred from Frontier Village.

A member of the audience said the FVA Board needed to be more transparent, including advertising of meeting dates, and disclosure of its financial status

A motion was made to turn over all items at Frontier Village to the City of Jamestown, including artifacts and all debts, including attorney fees .

The motion passed on a 3-1 vote with one abstention.

Busche, said she did not have current figures on debts, or the balance of dollars in the FVA treasury, and needed to research the information.

The meeting was then adjourned.

After the meeting Jamestown Tourism Executive Director Searle Swedlund told CSiNewsNow.com that it is unfortunate that events, “Have come to this.”  Adding that Jamestown Tourism will be meeting, to determine, “Where to go from here.”

Also after the meeting Jamestown Mayor Dwaine Heinrich told CSiNewsNow.com that the city will await a formal notification on turning over Frontier Village to the city, and he will be meeting with City Attorney Leo Ryan, and City Administrator, Sarah Hellekson, on the possible direction the city will need to take.

The Frontier Village lease of the land from the City of Jamestown is to expire on December 31, 2019, and the FVA requested a new one year lease from the City.  The City Council has not formally acted on the renewal request.

Pipestem Dam on Friday currently at a pool elevation of 1474.1 feet, about 41 percent into the flood pool, and dropping.  The pool elevation peaked on October 29, at 1475.0 feet, which was 43 percent into the flood pool.  Inflows are holding steady near 800 cfs, and releases are 1200 cfs.

The Corps of Engineers is coordinating with the relevant agencies in North and South Dakota.

Valley City  (CSi 11-1-19)  Valley City Administrator David Schelkoph reported Friday that  the outflow from Lake Ashtabula was to be reduced to 2500 cfs by the end of Friday.

Valley City will see a lower river level approximately 7-8 hours after the dam reduces their output.

He says, if there are no significant inflows between the lake and Valley City, the river should be around 12 feet.

Nearly three weeks of river flows have been higher than 12 feet above flood stage.  High water at one point was 15.2 feet above flood stage.

He reminds residents that Valley City was ready for 16 feet above flood stage with flood protection built to 18 feet for insurance.

Schelkoph adds that he  will advise the City Commission that the state of emergency should be lifted when two things happen:

The river falls below 12 feet below flood stage.

The Lake is at or lower than 1266 feet.

He adds, that officials are still waiting on the lake, but the water level, should drop enough soon, maybe as early as late this week.

Jamestown  (JPD)   Jamestown Police report a 39-year old  man was arrested Friday afternoon,  following an assault in Northwest Jamestown Friday.Major Justin Blinsky reports authorities were dispatched to the intersection of 6th Avenue Northwest and 5th Street, Northwest for the report of an assault.

Blinsy’s report says, “The caller, who called 911, indicated he had been hit on the head with a blunt object and had serious injuries to his head.”

An ambulance was called to assess the 37 year-old male victim’s injuries, but he was immediately transported by personal vehicle to the Jamestown Regional Medical Center for medical attention.

During the investigation, police determined the assault happened inside a residence on the 600 block of 5th Street,. Northwest. Officers did not know if the suspect was inside.

“Officers tried to communicate with the male suspect, using various means of communication, but did not receive any responses. It was reported the male suspect had used a blunt object as a weapon to commit the assault and did have access to various other weapons inside the home.”

Police obtained a search warrant and found the suspect was not immediately inside. A tactical robot was deployed by the James Valley Special Operations Team to help safely search all areas of the home.

The suspect was located inside a bedroom at 9:18-p.m. and taken into custody without further incident.

39 year-old Jamal Anderson was arrested on suspicion of Aggravated Domestic Assault. Police were assisted by the Stutsman County Sheriff’s Office and North Dakota Highway Patrol.

Valley City  (CSi) The Barnes County Sheriff’s Office reports a shooting took place early Friday morning, in the Fingal area.The news release from Sheriff McClaflin states:

“In the early morning hours of 11/01/2019 the Barnes County Sheriff’s Office responded to a 19-year-old female who had received a non-life-threatening gunshot wound.  This incident occurred in the Fingal area and the female was brought to Mercy Hospital by friends and family.

This incident is still under investigation by the Barnes County Sheriff’s Office.  An arrest was made at the residence (on an outstanding warrant)  however this arrest is not related to the shooting.”

Bismarck (NDDOT)  US Highway 52 between 2nd St. N and the JCT of US 281 in Carrington  opened Saturday, November 2, following construction work that was taking place. The temporary detour will be removed and normal traffic operations will resume. The shoulder between JCT US 281 and 2nd St. N will remain closed but will not hinder traffic.

The NDDOT would like to remind motorists to slow down and use caution throughout the work zone. Jamestown  (CSi)  The James River Humane Society has a nice variety of dogs available for adoption.

On Friday’s Wayne Byers Show of CSi Cable 2, board member Jay Nitschke said included for adoption with 15 dogs available, are three black Labs, including “Lucky,” who is eight and a half years old.  There is also a husky available for adoption.

She added that there are about 20 cats available for adoption, including a black and white cat with a nice personality.

Jay said the recent spaghetti funding raiser was well attended with dollars going to the Shelter’s operations.

She added that there were many donations of food, treats and cleaning supplies at the October collections by Jamestown car dealerships.

The humane capture of feral cats program is wrapping up for this year, and will start again next spring, adding that most of the cats were female.   The cats are checked over, and then given to farmers for barn cats, to stay warm and safe and fed.  A number of feral cats were found in the University of Jamestown area.

Volunteers are welcome to come out to the shelter, to perform tasks, and charitable monetary donations may be sent to post office box 636 in Jamestown 58402.

BLANCHARD, N.D. (AP) — A large grain dryer went up in flames in Traill County.

Fire departments from Hillsboro and Hunter battled the fire Sunday afternoon in Blanchard. Traill County Sheriff Steve Hunt tells KFGO the dryer is on private land along Highway 18 was being used to dry sunflowers.

Hunt says below normal temperatures and a wet harvest means grains require extra drying time which can cause the dryers to overheat and burn.

BISMARCK, N.D. (AP) — North Dakota Gov. Doug Burgum wants the owner of the Keystone pipeline to review its inspection and monitoring of the line after it leaked an estimated 383,000 gallons (1.4 million liters) in the northeastern part of the state.

Burgum says he spoke Thursday to TC Energy officials about the spill that affected about 22,500 square feet (2090 sq. meters) of land near Edinburg, in Walsh County.

Burgum says he “received assurance” from the company that the spill would be cleaned up “as thoroughly and quickly as possible.”

North Dakota regulators were notified late Tuesday night of the leak. They say some wetlands were affected, but not any sources of drinking water.

UNDATED (AP) _ Harrison Butker drilled a 44-yard field goal as time expired to send the Chiefs past the Vikes, 26-23, leaving both teams at 6-3. Butker also hit a 54-yard field goal late in the fourth quarter, tying the game and matching his career long. Matt Moore threw for 275 yards and a touchdown without a pick while starting his second straight game in place of Mahomes.

_ The Eagles earned a 22-14 victory over the Bears as Carson Wentz threw for 239 yards and one touchdown to help Philadelphia move to 5-4. Jordan Howard ran for 82 yards and a score in the Eagles’ second straight win following a pair of lopsided losses. The 3-5 Bears had just 9 yards in the first half and trailed 19-0 before David Montgomery had a pair of 1-yard TD runs.

_ Melvin Gordon scored two touchdowns, Michael Badgley kicked four field goals and the Chargers ended the Packers’ four-game winning streak with a 26-11 decision over Green Bay. Gordon finished with 80 yards on the ground and Austin Ekeler added 70 as the Chargers rushed for a season-high 159 yards under new offensive coordinator Shane Steichen. Aaron Rodgers was 23 of 35 for just 161 yards and a late TD for the 7-2 Packers.

 

_ Brandon Allen sparked Denver’s stagnant offense by throwing for two touchdowns in his first career NFL start and leading the Broncos past the stumbling Browns, 24-19. Allen threw a 21-yard pass to Courtland Sutton and a 75-yarder to rookie tight end Noah Fant. Phillip Lindsay ran nine times for 92 yards and a touchdown as the 3-6 Broncos dropped the Browns to 2-6.

 

The Baltimore Ravens have ended the New England Patriots’ bid for a perfect regular season, leaving the San Francisco 49ers as the NFL’s only unbeaten team.

Lamar Jackson ran for 61 yards and two touchdowns and was 17 of 23 passing for 163 yards and a score as the Ravens shredded the Patriots, 37-20. Baltimore built a 17-0 lead, but the Pats drew within 23-20 before Jackson threw a five-yard TD pass to Nick Boyle just six seconds into the fourth quarter and scored on a one-yard keeper to ice the victory.

The NFL’s leading rushing attack amassed 210 yards on the ground, led by 115 yards from Mark Ingram.

Tom Brady was 30 of 46 for 285 yards one touchdown and a fourth-quarter interception that set up Jackson’s game-clinching TD run.

Baltimore is 6-2 after dropping the Patriots to 8-1.

_ Russell Wilson’s fifth touchdown pass of the afternoon gave the Seahawks a 40-34 triumph against the Buccaneers in overtime. Wilson hit Jacob Hollister on a 10-yard TD on the opening possession of OT to tie his career high for touchdown throws and finish 29 of 43 for 378 yards. Jameis (JAY’-mihs) Winston engineered a scoring drive in the final minute of regulation and passed for 335 yards and two touchdowns before Tampa Bay dropped to 2-6. Seattle is 7-2.

_ Deshaun Watson was 22 for 28 for 201 yards and a pair of 1-yard touchdowns as the Texans stifled the Jaguars, 26-3. Carlos Hyde finished with 160 yards on 19 carries for the 6-3 Texans, including a 58-yard run that looked headed for a touchdown until Jags safety Jarrod Wilson stripped the ball at the 2. Gardner Minshew went 27-for-47 with two picks and two lost fumbles as Jacksonville dropped to 4-5.

_ The Bills are off to their best start since 1993 at 6-2 following a 24-9 win over the Redskins. Rookie Devin Singletary had 95 yards rushing and a 2-yard touchdown to help Buffalo spoil Dwayne Haskins’ first NFL start. Josh Allen threw for a touchdown, ran for another and was 14 of 20 for 160 yards through the air as the Bills dropped the Redskins to 1-8.

_ The Panthers came away with a 30-20 win over the Titans as Christian McCaffrey had 166 yards from scrimmage and scored three touchdowns. Kyle Allen threw TD passes of 7 yards to McCaffrey and 12 yards to Curtis Samuel while improving to 5-1 this season as Carolina’s starting QB. The Panthers forced three turnovers and sacked Ryan Tannehill four times, one week after allowing the 49ers to run for 232 yards and four touchdowns. Carolina is 5-3, and Tennessee is 4-5.

 

_ Mason Rudolph threw for 191 yards with a touchdown and an interception in the Steelers’ third consecutive win. 26-24 against the Colts. Minkah Fitzpatrick returned an interception 96 yards for a score as the Steelers improved to 4-4. Adam Vinatieri (vihn-uh-TEHR’-ee) missed a go-ahead, 43-yard field goal with 1:14 remaining, dropping the 5-3 Colts out of first place in the AFC South.

_ Derek Carr threw a 9-yard touchdown pass to rookie Hunter Renfrow with 2:04 remaining before the Raiders made an end zone stop to preserve a 31-24 triumph over the Lions. Josh Jacobs ran for 120 yards and two scores as Oakland received four TDs from rookies for the first time since the NFL/AFL merger. Matthew Stafford threw for 406 yards and three touchdowns, but he came up short on the final drive as Karl Joseph broke up a fourth-down pass in the end zone with 3 seconds left.

 

_ The Dolphins have their first win of the season after Ryan Fitzpatrick tossed two of his three touchdown passes to rookie Preston Williams in a 26-18 victory against the Jets. The ex-Jets quarterback completed 24 of 36 passes for 288 yards and led the Dolphins to their highest point total of the season. DeVante Parker caught a 17-yard scoring pass as both teams ran their records to 1-7.

Tigers, Tide still top poll

UNDATED (AP) _ LSU and Alabama will remain the top two teams in the Associated Press football poll when they meet on Saturday.

The Tigers are seven points ahead of the second-ranked Crimson Tide. Ohio State, Clemson and Penn State round out the top five and are followed in order by Georgia, Oregon, Utah, Oklahoma and Florida.

The first CFP standings of the season will come out Tuesday.

_ Florida State has fired second-year football coach Willie Taggart less than 24 hours after the Seminoles lost to rival Miami and with the team in danger of missing a bowl game for the second consecutive season. Taggart was 9-12 with the Seminoles, who won the national title in 2013 and have been in a freefall for the last three seasons. The Seminoles have not been ranked this season and were 0-5 against rivals Miami, Florida and Clemson under Taggart.

Lakers outdistance Spurs

UNDATED (AP) _ The Los Angeles Lakers remain unbeaten since their season-opening loss to the Clippers.

LeBron James had a triple-double for the second straight game and the Lakers picked up their fifth straight win by downing the Spurs, 103-96. James finished with 21 points, 13 assists and 11 boards for Los Angeles, which got off to a sluggish start before outscoring San Antonio, 30-18 in the second quarter.

Anthony Davis and Dwight Howard each had double-doubles to help the Lakers hand the Spurs their second loss in three games since a 3-0 start. Davis finished with 25 points and 11 rebounds, while Howard added 14 points and 13 boards in a throw-back performance for the 33-year-old big man.

Dejounte Murray had 18 points and 11 rebounds for the Spurs.

Vrana’s hat trick leads Caps

UNDATED (AP) _ Jakub Vrana (vuh-RAH’-nah) is enjoying the month of November so far.

The Washington Capitals left wing has followed his two-goal performance in Friday’s 6-1 win over Buffalo by registering his first career hat trick in a 4-2 victory over the Flames. Vrana’s third goal of the game snapped a 2-2 tie late in the second period.

Vrana scored four goals in 14 games during October.

Lars Eller added a power-play goal early in the third period as the Caps improved to 8-0-1 in their last nine games.

Andrew Mangiapane (man-jee-ah-PAN’-ee) had a goal and an assist for Calgary.

_ Robin Lehner (LEH’-nur) made 36 saves and Patrick Kane scored 24 seconds into overtime as the Blackhawks won for only the second time in eight games, 3-2 at Anaheim. Cubs pick up Rizzo’s option

UNDATED (AP) _ The Cubs have exercised a $16.5 million option for next season on first baseman Anthony Rizzo and declined options on right-handers Brandon Morrow, Tony Barnette and Kendall Graveman.

Rizzo won his third Gold Glove on Sunday. He agreed in 2013 to a seven-year, $41 million contract that included two club options. He would have received a $2 million buyout if the option had been declined.

Rizzo hit .293 with 27 homers and 94 RBIs this year, ending a streak of four 100-RBI seasons.

Elsewhere in the majors:

_ The Royals have declined their half of Alex Gordon’s $23 million mutual option for 2020, allowing the outfielder to become a free agent. The three-time All-Star and six-time Gold Glove winner batted .266 this year with 13 homers and 76 RBIs for the rebuilding Royals.

_ The Nationals have exercised 2020 options on lefty closer Sean Doolittle and outfielder Adam Eaton.

Harvick gets 3rd straight Texas fall Cup win

FORT WORTH, Texas (AP) _ Kevin Harvick has won the fall Cup race at Texas for the third year in a row while taking one of the championship-contending spots at NASCAR’s season finale in two weeks.

Harvick started from the pole and led 120 of 334 laps in the No. 4 Ford for Stewart-Haas Racing. He took the lead for the seventh and final time on lap 255, and finished 1 1/2 seconds ahead of teammate Aric Almirola.

Playoff contender Joey Logano finished fourth at the 1 1/2-mile Texas track to stay in title contention. Playoff contenders Denny Hamlin and Chase Elliott, had accidents that put them deep in the field.

Hamilton claims another title

AUSTIN, Texas (AP) _ Lewis Hamilton has secured his sixth Formula One championship with a second-place finish at the U.S. Grand Prix.

The British driver now ranks second in F1 history behind German Michael Schumacher’s record seven titles. Hamilton has won the last three season championships and secured this one with two races left.

Hamilton’s Mercedes teammate, Valtteri Bottas, won the race.

Monty outlasts Langer

THOUSAND OAKS, Calif. (AP) – Colin Montgomerie has won the Invesco QQQ Championship in a playoff with Bernhard Langer.

Montgomerie parred the first extra hole to end it after Langer needed four strokes to get out of a green side bunker. The 56-year-old Scot tapped in from 2 feet to end the second of three events in the PGA Tour Champions’ Charles Schwab Cup playoffs.

Montgomerie made a 40-foot birdie putt in regulation on 18 for a tournament-record 9-under 63, allowing him to tie Langer and 15 under.

Defending champ Korda wins LPGA Swinging Skirts in playoff

TAIPEI, Taiwan (AP) — Defending champion Nelly Korda birdied the first hole of a three-way playoff to win the LPGA Swinging Skirts.

Korda and Minjee Lee both birdied the final hole of regulation to finish at 18-under 270 and force a playoff with Caroline Masson, who shot a 68.

In the playoff on the par-5 18th, Korda sank her birdie putt while Masson and Lee made par.

Kenya’s Kamworor wins NYC Marathon

NEW YORK (AP) — Kenyan Geoffrey Kamworor of Kenya has won his second New York City Marathon men’s title in three years.

Kamworor pulled away from countryman Albert Korir in the 24th mile and crossed the finish in Central Park at 2 hours, 8 minutes and 13 seconds.

In the women’s race, Joyciline Jepkosgei powered away from four-time winner Mary Keitany in her first race ever at 26.2 miles.

MONTREAL (AP) — Hundreds of thousands of Canadians have been unwittingly exposed to high levels of lead in their drinking water, with contamination in several cities consistently higher than they ever were in Flint, Michigan.

That’s according to an investigative project published Monday that involved testing drinking water in hundreds of homes and reviewing thousands of previously undisclosed results.

A consortium of journalists collected test results that properly measure exposure to lead in 11 cities across Canada. Out of 12,000 tests since 2014, one-third — 33% — exceeded the national safety guideline of 5 parts per billion; 18% exceeded the U.S. limit of 15 ppb.

Canadian officials where levels were high said they were aware that lead pipes can contaminate drinking water and that they were working to replace aging infrastructure.

 

TEHRAN, Iran (AP) — The head of Iran’s nuclear program says that Tehran is working on a prototype centrifuge that’s 50 times faster than those allowed under the nuclear deal with world powers.

The comments by Ali Akbar Salehi on Monday came as Iranians mark the 40th anniversary of the 1979 U.S. Embassy takeover and start of the 444-day hostage crisis.

Salehi says the prototype is called an IR-9 and that it would be as 50-times faster than the first-generation IR-1s allowed under the accord.

The nuclear deal limited Iran to using only 5,060 first-generation IR-1 centrifuges to enrich uranium by rapidly spinning uranium hexafluoride gas.

Salehi earlier in the same state TV interview said that Tehran is now operating 60 IR-6 advanced centrifuges in violation of its atomic deal with world powers. That’s double the amount previously known.

 

 

WASHINGTON (AP) — Mark Zuckerberg’s social network in Washington is shrinking.

Bipartisan hostility toward Facebook has been building for months. It’s been fueled by a series of privacy scandals, Facebook’s use by Russian operatives in the 2016 presidential campaign and accusations that the service crushes competitors.

Now, with the 2020 elections approaching, Democrats especially are homing in on Facebook’s conduct and its refusal to fact-check political ads and remove the false ones.

Zuckerberg’s new strategy involves a personal blitz featuring private meetings in Washington with key lawmakers of both parties and President Donald Trump; small, off-the-record dinners at his California home with conservative journalists and opinion makers; and the occasional keystone public address or TV interview.

 

NONTHABURI, Thailand (AP) — President Donald Trump has invited Southeast Asian leaders to a “special summit” in the United States early next year after skipping their annual summit.

Robert O’Brien, the national security adviser Trump sent in his stead, included the invitation in a letter from Trump that he read at a U.S.-ASEAN meeting on Monday on the sidelines of the summit of the 10-nation Association of Southeast Asian Nations on the outskirts of Thailand’s capital.

That meeting normally would be attended by presidents or prime ministers. But since O’Brien is not even a member of Trump’s Cabinet, seven of the 10 ASEAN countries sent their foreign ministers instead in what appeared to be a pointed adherence to diplomatic protocol.

O’Brien made a swipe at China, accusing it of intimidating ASEAN members.

 

 

NEW YORK (AP) — McDonald’s Corporation says its chief executive officer has left the company after violating company policy by engaging in a consensual relationship with an employee.

The fast food giant announced former CEO Steve Easterbrook’s departure Sunday, saying he demonstrated poor judgment. McDonald’s forbids managers from having romantic relationships with direct or indirect reports.

In an email to employees, Easterbrook acknowledged he had a relationship with an employee and said it was a mistake. He said given the values of the company he agreed with the board that it’s time to move on.

The board of directors named Chris Kempczinski as its new president and CEO. Kempczinski recently served as president of McDonald’s USA.

Kempczinski thanked Easterbrook for his contributions and described him as a patient and helpful mentor.
