OMAHA, Neb. — (12-2-19) Updated reservoir forecasts indicate that winter releases of 450 cubic feet per second are required from Jamestown Dam. The table below shows the updated release reduction schedule for Jamestown and Pipestem Dams to winter levels. The new target combined release rate is 700 cfs.

The Corps of Engineers will operate to minimize the risk of ice-related flooding, and adjustments to the releases will be made as needed.
Jamestown Dam on Monday was at a pool elevation of 1440.7 feet, 25% into the flood pool, and is dropping. The pool elevation peaked Nov. 12 at 1442.0 feet, which was 31% into the flood pool. Inflows are near 500 cfs, and releases are 500 cfs.
Pipestem Dam on Monday was at a pool elevation of 1460.2 feet, 18% into the flood pool, and is dropping. The pool elevation peaked Oct. 29 at 1475.0 feet, which was 43% into the flood pool. Inflows are near 300 cfs, and releases are 500 cfs.
The Corps of Engineers is coordinating with relevant agencies in North and South Dakota.
Jamestown (CSi) Jamestown Mayor Dwaine Heinrich says, Jamestown native, developer Brian Lunde has contacted a national firm in sponsoring a project to revitalize Frontier Village in Jamestown.
On Monday’s Wayne Byers Show on CSi Cable 2, Mayor Heinrich pointed out that Lunde’s plan calls for no city dollars to be infused, as the developer will work with other entities in the community such as Jamestown Tourism, and the City of Jamestown officials. The mayor added that this proposal will parallel others in the Jamestown community that come forward and step up and assist.
He added that plans are to make Frontier Village a more interactive site, as envisioned by the founders in the 1960’s, rather than the static attraction it has been, since the Village came on scene in the 1960’s.
Jamestown Tourism Director, Searle Swedlund has said that Frontier Village need to be a unique visitor experience.
Mayor Heinrich said, to his knowledge there are no plans to close Frontier Village this coming summer for a year, while plans move forward on the development.
On another topic mayor said the legal action being brought against the city by the Frontier Village attorney has been dropped, when plans were to move the Village to Minnesota. (Previously, a law suit filed in Southeast District Court, by the Frontier Village Association against the City of Jamestown, with a temporary restraining order has been dismissed, following a stipulation of dismissal filed. The restraining order prohibited the City of Jamestown from interfering in the Transfer of items at Frontier Village to the Perham, Minnesota, Pioneer Village.)
Mayor Heinrich added that legal issues have been resolved, and Frontier Village was deeded to the city, including the monetary assets.
Yet to be resolved is management and maintenance issues. Also to be determined ownership artifacts at the Village, and what was loaned or given, which is being researched, for documentation, or cataloging of the items.
The Frontier Village Association voted November 1 on a 3-1 vote with one abstention to transfer all property and debt to the city of Jamestown.

One bid was opened for the Sanitary Landfill project. City Attorney Ryan said the previous technicality was reviewed, and the bid was opened.
The bid received was from Braun Intertech from West Fargo in the amount of $17,982.50.
Interstate Engineering recommended approval, which was approved by the City Council.

Council Member Phillips said the 2020 Census Committee is still meeting regularly, and Jamestown and Valley City may be challenging each other.
She noted that businessman Brian Lunde has contacted a developer to work on forwarding progress on the re-development of Frontier Village.

He also noted snow removal from this past weekend’s snow storm, and noted changes in releases from Jamestown and Pipestem Reserviors.
Council Member Steele recently visited the Valley City Main Street project and may visit Devils Lake’s project in the future.

Valley City (VCSU) The new VCSU heat plant east of Rhoades Science Center was funded by an appropriation received from the North Dakota Legislature in its 2015 session. The new heat plant replaced an outdated facility constructed in 1910.
VCSU, in collaboration with the Institute for Energy Studies at the University of North Dakota, is pursuing an innovative carbon plant addition to the heat plant. The carbon plant would burn North Dakota lignite coal and biomass in a clean process to produce fuel for the heat plant, while at the same time producing valuable activated carbon byproducts.

Valley City (CSi) The Valley Troubadours will encore the Christmas concert at the Sheyenne Care Center Monday, December 9, at 6:30 p.m.
December 10, the group will join the Valley Voices, women’s chorus, in performing at the annual Courthouse Carol Sing at 7:00 p.m.
Valley City (Chamber) Christmas in the Valley 2019 introduces “The 12 Days of Christmas!” running from December 6th through the 23rd (only business days count, no weekends).
The chamber will be distributing boxes, much like Construction Cash, and the slips for people to sign up. No purchase is necessary to sign up and participate. The commerce committee or participating businesses will make gift baskets to coordinate with each of the 12 days of Christmas. The chamber asks that businesses pick a day they would like to help with, either contributing items for the theme of that day or simply making a monetary donation to cover the costs incurred to run this event.

Wahpeton (KFGO) – In Wahpeton, police are investigation the death of a man who they believe was killed by his uncle.
Officers were called Friday to an apartment. When police arrived, they found the victim, 42 year-old Oscar Bynaum in a bedroom. Investigators believe the death was the result of Homicidal Violence.
The complaint says the two men got into an argument and then a fight, eventually James Bynaum placed his nephew into a choke hold. Bynaum has been charged with negligent homicide. He’s in the Richland County jail.
BISMARCK, N.D. (AP) — Officials say an abandoned disposal well at the Lignite Gas Plant has leaked produced water in northwestern North Dakota. The North Dakota Department of Environmental Quality says the spill happened about a mile east of Lignite on Nov. 24 and was reported that day. The gas plant is operated by Steel Reef, LLC. The company estimates that about 83,160 gallons of produced water were released, affecting agricultural land. Produced water is a byproduct of oil and gas development.
BISMARCK, N.D. (AP) — Sanford Health has implemented visitor restrictions in the neonatal intensive care unit at its Bismarck hospital because of influenza and respiratory illnesses. The health care provider says only immediate family members of a baby in the unit are allowed to visit. And, they must have no symptoms of respiratory illness.
OMAHA, Neb. (AP) — A new monthly survey of business leaders suggests the economy is slowing down in nine Midwest and Plains states as the U.S. trade war with China continues. The overall index for the region slipped into negative territory at 48.6 in November from October’s 52.6.
FARGO, N.D. (AP) — Commissioners in one North Dakota county have voted to continue welcoming refugees to resettle in local communities, while another county has delayed a vote on the same issue.
The Cass County Commission voted unanimously Monday to allow Lutheran Social Services of North Dakota to continue its refugee resettlement program. KFGO reports the commission’s chairman, Chad Peterson, said residents of Cass County “are the people that help the world.”
A recent executive order by President Donald Trump stated that new efforts to resettle refugees would have to receive permission from state and local governments. North Dakota Gov. Doug Burgum announced last month that the state would continue to receive refugees as long as local governments agreed.
Burleigh County delayed a vote on the matter at a meeting Monday after a large number of people turned out to address the issue.
BISMARCK, N.D. (AP) — A North Dakota company has been awarded a contract to help build a border wall in Yuma, Arizona. U.S. Sens. John Hoeven and Kevin Cramer say the U.S. Army Corps of Engineers awarded a border wall contract to Fisher Sand and Gravel of Dickinson. Fisher will receive nearly $270 million of a $400 million contract. Cramer says the contract will go toward designing and building physical barriers along about 31 miles of the southern border in Yuma.
BISMARCK, N.D. (AP) — A photo of Swedish climate activist Greta Thunberg at a Native American reservation in North Dakota has been archived at the Library of Congress in Washington. Photographer Shane Balkowitsch preserved the image on a glass plate and titled it “Standing For Us All.” The method known as “wet plate collodion” involves wetting glass with various chemicals before inserting the plate into a camera and developing the photo.

SIOUX CITY, Iowa (uj.edu)– The National Association of Intercollegiate Athletics released the pool assignments and schedule for the 2019 NAIA Women’s Volleyball National Championship presented by Delta Hotels in Sioux City, Iowa.
Jamestown, the postseason champions of the Great Plains Athletic Conference, will join Columbia (Mo.), Westmont (Calif.), and Xavier (La.) in Pool H. Columbia was one of the teams to receive an opening round bye while Westmont and Xavier won their respective opening round matches.
The 12 teams that won opening round matches on Saturday join the 19 teams that received an opening round bye as well as host Morningside (Iowa) comprise the 32-team field.
This year’s tournament will be played from December 3-7. The top two teams from each of eight pools will advance to the single elimination bracket that begins on December 6.

NFL… ESPN’s MONDAY NIGHT FOOTBALL
SEATTLE (AP) — The Seattle Seahawks have grabbed control of first place in the NFC West with a strong second half against Minnesota Monday night.
Rashaad Penny scored one touchdown rushing and one receiving in the Seahawks’ 37-30 win over the Vikings. Seattle trailed 17-10 until Penny burst into the end zone on a one-yard run early in the third quarter. The Seahawks pulled ahead on a field goal and took control when Russell Wilson hit David Moore for a 60-yard TD. Penny’s 13-yard scoring grab made it 34-17 with 13 12/2 minutes to play.
Wilson was 21 of 31 for 240 yards, two touchdowns and an interception that was returned 30 yards by Anthony Harris for a TD.
The Seahawks and 49ers are 10-2, but Seattle holds the tiebreaker with four games remaining.
Kirk Cousins was 22 of 38 for 276 yards and one TD for the 8-4 Vikings, who are one game behind the first-place Packers in the NFC North.

UNDATED (AP) — Rookie quarterback Gardner Minshew will return to Jacksonville’s starting lineup Sunday against the Los Angeles Chargers. He replaces ineffective and highly paid veteran Nick Foles following the team’s fourth consecutive lopsided loss.
Coach Doug Marrone made the announcement Monday, one day after a 28-11 home loss to Tampa Bay in which the 4-8 Jaguars managed 242 yards, turned the ball over four times and were flagged a season-high 16 times for 125 yards. It was the team’s 18th loss in its past 24 games. Marrone benched Foles at halftime, trailing 25-0.
Minshew went 4-4 as the starter while Foles recovered from a broken left collarbone suffered in the opener. Minshew rallied the team Sunday and had a chance to make it a seven-point game in the fourth quarter.

— Browns quarterback Baker Mayfield is not expected to miss any time after injuring his right hand in Sunday’s loss to Pittsburgh. Mayfield played the second half with a glove helping protect his hand after he struck it on the facemask of a Steelers player while throwing an incompletion before halftime. X-rays taken on Mayfield were negative.
— The Lions have put rookie tight end T.J. Hockenson on injured reserve with an ankle injury. Hockenson caught 32 passes for 367 yards and two touchdowns this season after being taking by Detroit in the first round of the draft.
— Jets safety Jamal Adams has a sprained left ankle that could sideline him for at least New York’s game Sunday against Miami. But Coach Adam Gase says quarterback Sam Darnold is OK after tweaking a knee in Sunday’s loss to Cincinnati.

UNDATED (AP) — It was just another day at the arena for Giannis Antetokounmpo (YAH’-nihs an-teh-toh-KOON’-poh).
The Greek Freak delivered 29 points and 15 rebounds in just under 22 minutes as the Milwaukee Bucks rolled to their 12th win in a row, a 132-88 blowout over the New York Knicks. Antetokounmpo already had a double-double after 14 minutes of work, his 21st in 22 games. He exited with nearly five minutes left in the third quarter and the Bucks ahead, 93-54.
D.J. Wilson added a career-high 19 points and Khris Middleton had 16 as Milwaukee improved to an NBA’-best 18-3.

— Tobias Harris scored 26 points and Al Horford had 17 as the Sixers downed the Jazz, 103-94. James Ennis III sparked the crowd by doing three quick pushups after drawing a foul while nailing a 3-pointer that put the Sixers ahead by 26. — Zach LaVine capped his 28-point performance by hitting four free throws in the final 11 seconds to help the Bulls finish off a 113-106 downing of the Kings. Lauri Markkanen had 20 points and seven rebounds as Chicago stopped a three-game skid. — The Hawks snapped a 10-game losing streak as Trae Young scored 24 points and rookie De’Andre Hunter added 18 in a 104-79 pounding of the Warriors. The Hawks expanded a nine-point halftime lead to 76-53 in the third quarter when Vince Carter hit a 3-pointer with 1:09 left in the period. Rookie Eric Paschall (PAS’-kuhl) had a team-high 24 points for Golden State, which committed 25 turnovers that led to 25 Atlanta points.

UNDATED (AP) — The New York Islanders have back-to-back wins since a three-game winless skid through California.
Anders Lee scored for the second straight game and Jordan Eberle collected his first two goals of the season as the Islanders downed the Red Wings, 4-1. Anthony Beauvillier (boh-VIH’-lee-ay) also scored Ryan Pullock had three assists for the Isles, who are within five points of the Metropolitan Division-leading Capitals with three games in hand.
Semyon Varlamov (SEHM’-yahn vahr-LAH’-mahv) turned back 30 shots as the Islanders dealt the Red Wings their 10th consecutive loss.

Hawks assistant on leave amid accusation
CHICAGO (AP) — Blackhawks assistant Marc Crawford will be away from the team while it reviews his conduct with another organization.
The Blackhawks did not provide any details about what they are examining. However, former NHL forward Sean Avery recently told the New York Post that Crawford kicked him after he was whistled for a too-many-men-on-the-ice penalty when he played for Crawford with the Kings during the 2006-07 season.
The 58-year-old Crawford joined coach Jeremy Colliton’s (KAH’-lih-tuhnz) staff in June.

Jaden McDaniels scored 20 points, Isaiah Stewart had 16 points and 15 rebounds for Washington.
MINNEAPOLIS (AP) — Marcus Carr has made an immediate impact as Minnesota’s new point guard, a sophomore transfer with plenty of room left for improvement.
This bounce-back performance was his best yet.
Carr had a career-high 24 points plus nine assists and five rebounds, Daniel Oturu scored 21 points in 24 minutes after first-half foul trouble, and Minnesota never trailed in a 78-60 victory over Clemson in the ACC/Big Ten Challenge on Monday.

Reds ink Moustakas
UNDATED (AP) — Backup infielder Ehire (AY’-ray) Adrianza and the Minnesota Twins have agreed to a $1.6 million, one-year contract, avoiding salary arbitration. Adrianza batted .272 with a .765 OPS, both career bests.
The Cincinnati Reds have added an All-Star infielder to their starting lineup.
The Reds have worked out a four-year, $64 million package with free-agent infielder Mike Moustakas (moos-TAH’-kahs). Moustakas batted .254 with 35 homers and 87 RBIs this year and made his third All-Star team.
The 31-year-old could fill the Reds’ hole at second base that opened when Scooter Gennett (jeh-NEHT’) got hurt and then was traded last season.

— The Brewers have declined to offer contracts to infielder Travis Shaw, right-hander Jimmy Nelson and three others, making them free agents. Pitchers Alex Claudio and Junior Guerra (GEHR’-uh) and infielder Tyler Saladino were also let go by a Milwaukee.
— The Athletics did not tender a contract to former closer Blake Treinen, letting the 2018 All-Star become a free agent. The right-handed Treinen posted a 4.91 ERA this year and was replaced by Liam Hendriks as close as the low-budget A’s earned the AL’s top wild card.
— All-Star catcher James McCann agreed to a $5.4 million, one-year contract with the Chicago White Sox. McCann set career highs with a .273 batting average, 18 homers and 60 RBIs in his first year with the White Sox. He also was an All-Star selection for the first time.
— Switch-hitting second baseman Jurickson Profar (JUR’-ihk-suhn PRH’-fahr) has been acquired by the Padres from the Athletics for catcher Austin Allen and a player to be named. Profar matched his career high with 20 home runs and batted .218 with 67 RBIs over 139 games this year, his lone season with Oakland.

Washington’s Petersen resigns
SEATTLE (AP) — Washington head football coach Chris Petersen says he is stepping down six seasons at the school, with defensive coordinator Jimmy Lake promoted to take over the program.
Petersen’s decision was shocking coming off a season in which the Huskies went 7-5 in the regular season and are bound for a sixth straight bowl game under his leadership.
Petersen was 146-38 combined during his time as the head coach at Boise State and Washington.

UNDATED (AP) — Louisville is the latest team to climb to No. 1 in The Associated Press men’s college basketball poll after claiming 48 of 65 first-place votes.
No. 2 Kansas had three first-place votes. Maryland is third, followed by Michigan and Virginia. The Cavaliers received five first-place votes.
Michigan has matched a poll record by debuting at No. 4, matching Kansas in 1989.

Murder charge announced in death of fighters’ stepdaughter
AUBURN, Ala. (AP) — Prosecutors plan to seek the death penalty against a man being charged with capital murder in the shooting death of the stepdaughter of a well-known UFC fighter.
Lee County District Attorney Brandon Hughes said at a news conference Monday that the capital murder charge is being filed against 29-year-old Ibraheem Yazeed in the death of Aniah Blanchard, a 19-year-old Alabama college student and stepdaughter of UFC fighter Walt Harris.
Yazeed was already being held without bond on a kidnapping charge in the woman’s disappearance. Prosecutors said the charges are being upgraded after Blanchard’s remains were discovered in a wooded area and positively identified.

PARIS (AP) — France’s finance minister is threatening a “strong European riposte” if the Trump administration follows through on a proposal to hit French wine, cheese, handbags and other products with tariffs of up to 100%. The U.S. Trade Representative proposed the tariffs Monday in retaliation for a French tax on tech giants including Google, Amazon and Facebook.
LONDON (AP) — President Donald Trump says the world has to be watching the Iranian government’s violent effort to quash protests he says have killed “thousands of people.” Trump spoke in London, where he’s attending the NATO leaders summit. Trump said Tuesday, “Iran is killing thousands and thousands of people right now as we speak.” The Republican president adds the people were killed “for the mere fact that they’re protesting.” Trump was mum on what the U.S. could do in response to the violence. Iranian state television acknowledges security forces shot and killed what it described as “rioters” in multiple cities amid recent protests over the spike in government-set gasoline prices.
WASHINGTON (AP) — The House is poised to release a landmark impeachment report outlining evidence of what it calls President Donald Trump’s wrongdoing toward Ukraine, findings that will push Congress toward a debate over whether he should be removed from office. Democrats on the Intelligence Committee are making the case that Trump engaged in behavior that violated his oath of office, while Republicans insist the president never intended to pressure Ukraine when he asked for a “favor.” The report being released Tuesday lays the foundation for articles of impeachment and sets up a test of political judgment that’s dividing Congress and the country.
