An upper level system and accompanied surface low will move across
southern North Dakota into central Minnesota Tuesday into Tuesday
night. Precipitation in the form of snow or a rain and snow mix
will occur as it moves through. Potential exists for a couple
inches of snow from this system, with highest chances from Devils
Lake through the mid Red River valley to Park Rapids area.
This snow will be a wet snow and may bring slippery roads and it
may affect the Tuesday afternoon and evening commute.

Jamestown (CVHD) The week of February 15, 2021, Central Valley Health District (CVHD) administered 306 first doses of Moderna vaccine and 126 second doses, totaling 432 doses administered. Due to
weather delays in the south, CVHD did not receive the expected shipment of 400 new Moderna doses that were anticipated to be used for a large vaccination clinic. While this did create some headache, CVHD did not have to cancel the scheduled COVID vaccination clinic on Thursday, February 18, due to the gracious assistance they received from Jamestown Regional Medical
Center (JRMC).
At this time, CVHD has enough vaccine on hand for a second dose vaccination clinic scheduled for the week of February 22, but has not received any confirmation on when new doses of vaccine will arrive
resulting in some uncertainty. There is currently no first dose clinics scheduled. If vaccine does arrive, CVHD will release a PSA to notify the public of upcoming vaccination clinics for those interested in their first dose of COVID vaccine.
Currently, CVHD is vaccinating those 65 and older. While there are delays, CVHD does anticipate increased vaccine shipments over coming over the next several weeks. A soon as vaccine arrives, CVHD will open up clinic locations and people can make an appointment on our website at www.centralvalleyhealth.org. CVHD continues to ask for the public’s patience while we work though the delays and phases for priority groups.
Jamestown (CVHD) Central Valley Health District reports they will hold COVID 19 testing from 11 am to 12 noon at the Jamestown Civic Center, using the Rapid Testing, BinaxNow, balance of February, at 11 am t0 12 noon.

By screening with rapid antigen tests, event attendees will be able to receive their test results within 15 minutes via text notification. The test also is less invasive than a PCR (Polymerase chain reaction) test in that it uses a nasal swab to collect a sample from the lower part of the nostril.
If a person tests positive, they should isolate at home immediately and a case investigator will be in touch with them within 24 hours. If the screening yields a negative result, individuals should continue to monitor for symptoms.

Valley City (VCPD) The Valley City Police Department reports that on Friday February 19, 2021 at 12:05 p.m., the Valley City Police Department was dispatched to 325 Second Street Northwest for a report of a one vehicle collision.
The driver lost control of the vehicle while attempting to park it in an underground garage.
The news release from Police Chief, Phil Hatcher says, an investigation into the incident began, and the driver was extricated from the vehicle by members of the Valley City Fire Department.
He says, based on the initial investigation, it is suspected that the driver suffered a medical event which led to the incident.
The driver was transported to Mercy Hospital in Valley City and has since passed away.
No other injuries were reported. Minor non-structural damage was found to the building.
No other information will be released at this time.

Valley City (CSi) The investigation continues into a crash on I-94 Thursday morning about 11:30 when a pickup pulling a trailer went out of control and rolled into the median about five miles west of Valley City.
The driver, 42 year-old Christian Guzman of Kingwood, Texas received non-life threatening injuries in the crash
The North Dakota Highway Patrol, Barnes County Sheriff’s office, Valley City Police Department, Valley City Rural Fire & Rescue Squad and the Barnes County Ambulance responded to the call. More details when the report is filed.
Valley City (Chamber) Valley City Area Chamber of Commerce, Event Coordinator, Tracey Compson says, For The Love of Local promotion still has Chamber Bucks available, for those wishing to take advantage of the local economic stimulus program.
On Friday’s Wayne Byers Show on CSi Cable 2, she said, at that time there was $247,000 used from the fund.
She added that the public may visit the Chamber office at the Rosebud Visitors Center Monday through Friday, from 9-a.m. to 3-p.m. If those hours don’t work, call the Chamber office for another time to visit to purchase the Chamber Bucks.
A maximum of $500 may be purchased, and cash only will be taken for the purchase.

BISMARCK, N.D. (AP) — North Dakota’s Senate has passed legislation aimed at providing access to lower-cost prescription drugs. Senators passed the three bills Friday in separate floor votes. Two of the bills set up a state-run, wholesale drug import program to buy cheaper medication from Canada. The third bill establishes a process for referencing pricing using data from four Canadian provinces. The Senate Human Services Committee last month heard from North Dakota residents who have opted to buy drugs from Canada or other foreign countries due to cheaper prices. The bills now go to the House.
MINOT, N.D. (AP) — Bills to help North Dakota’s coal industry are getting some traction as the state’s Legislature nears its halfway break. The Minot Daily News reports the current session has had more than its usual number of energy-related bills, particularly those aimed at coal. The newspaper reports that Great River Energy’s plans to close its Coal Creek generating station near Washburn next year has raised alarms for the coal industry. The bills range from tax holidays to providing more research money to support coal. Scott Skokos is executive director of Dakota Resource Council. He said his organization doesn’t oppose clean coal technologies being proposed but questions their feasibility and whether government money should be used to pay for development.
BISMARCK, N.D. (AP) — North Dakota’s Legislature is in its last week before its midsession break. Many of the major spending bills are still being considered as the session heads to “crossover.” The break takes its name from the fact that Senate bills “cross over” to the House during the Legislature’s second half, and vice versa. The Senate is expected to finish its first-half work on Tuesday. The House is expected to wrap up on Thursday. When the session reconvenes on March 3, votes in both chambers take on more significance because they often represent the Legislature’s last review of a new state law.
BISMARCK, N.D. (AP) — North Dakota health officials are confirming 45 new positive COVID-19 cases and one new death due to the coronavirus, reflecting what have been typically low weekend numbers. The state lab processed 2,116 tests in the last day, for a 2.6% positivity rate. More than 402,000 residents have been tested since the start of the pandemic. The COVID Tracking Project reports there were about 148 new cases per 100,000 people in North Dakota over the past two weeks, which ranks 49th in the country for new cases per capita. One in every 1,123 people in North Dakota tested positive in the past week. The update increased the total number of positive tests to 99,277. The death toll stands at 1,438.

Downtown Fargo shooting leaves 3 people hospitalized
FARGO, N.D. (AP) — Police are investigating a shooting in downtown Fargo that left three people injured. Authorities say officers were on patrol in the 500 block of Broadway early Sunday when they heard what they believed to be gunshots. Officers discovered the three victims and rendered medical aid before paramedics arrived. The victims were transported to a local hospital. The extent of their injuries is not known. Police say the incident remains under investigation. No further information has been released.

FARGO, N.D. (AP) — Kobe Johnson ran for 114 yards and a touchdown and three-time FCS defending champion North Dakota State beat Youngstown State 25-7 to start its spring season. The Bison extended their winning streak to 39, the longest in FCS history, and home streak to 30, the longest active run in Division I. They will take part in the Missouri Valley Football Conference’s spring season with an eye on winning a 17th national championship.

GRAND FORKS, N.D. (AP) — Tommy Schuster threw three touchdown passes, Otis Weah had 91 yards rushing and a score, and North Dakota beat Southern Illinois 44-21 in a FCS spring season opener.
Weah carried 13 times and his 1-yard TD run midway through the third quarter gave the Fighting Hawks a 22-14 lead.
Schuster had added two of his three TD passes later in the third to stretch the lead to 37-14. Schuster finished 15-of-23 passing for 118 yards.
Southern Illinois quarterback Kare Lyles left the game late in the second half with a rib injury and did not return. Romeir Elliott’s 1-yard TD run cut the Salukis’ deficit to 16-14 at halftime.
Timberwolves
(AP) The Minnesota Timberwolves fired coach Ryan Saunders on Sunday night, hours after the team with the NBA’s worst record this season lost for the eighth time in the last nine games. A person with knowledge of the situation said that the Timberwolves were finalizing plans to introduce Toronto assistant Chris Finch as the team’s new coach on Monday. The person spoke to The Associated Press on condition of anonymity because Finch’s hiring has not been formally completed.

UNDATED (AP) — Michigan is a step closer to claiming the Big Ten regular-season title and a No. 1 seed in the NCAA tournament after winning a matchup of top-5 teams.
The third-ranked Wolverines had five players score in double figures in a 92-87 victory over No. 4 Ohio State. Freshman center Hunter Dickinson led the way with 22 points and nine rebounds as Michigan improved to 16-1 overall and 11-1 in the conference.
Eli Brooks finished with 17 points and Chaundee Brown came off the bench to add 15 and help the Wolverines overcome Duane Washington Jr.‘s career-high 30 points.
The Wolverines led by nine with 23 seconds left, but a pair of 3-pointers from Washington around a layup by CJ Walker layup got the Buckeyes within three points with 3 seconds to go.
Brooks sealed the win with a couple of foul shots.
EJ Liddell delivered 23 points and 10 rebounds for the Buckeyes, who fell to 18-5 overall and 12-5 in the Big Ten.
— Houston bounced back from a loss as Quentin Grimes contributed 20 points and eight rebounds to lead the sixth-ranked Cougars to a 90-52 rout of Cincinnati. Tramon Mark scored 12 points for Houston, which shot 47%, hit 19 of 21 from the line and turned 13 Bearcats turnovers into 22 points. Houston outscored Cincy, 32-7 over the final 11 minutes of the first half to take a 50-26 lead at the break.
— Luka Garza became Iowa’s all-time scoring leader while providing 23 in the 11th-ranked Hawkeyes’ 74-68 victory over Penn State. Garza has 2,126 points for Iowa, breaking the record of 2,116 points set by Roy Marble from 1985-89. Garza also had 11 rebounds for his 10th double-double of the season.

— The Knicks blew a 21-point lead before pulling out a 103-99 win over the Timberwolves. Julius Randle had 25 points, grabbed 14 rebounds and made the go-ahead free throw with 32 seconds left. RJ Barrett added 21 points for the Knicks in their last game played with no fans at Madison Square Garden.
UNDATED (AP) — The Boston Celtics continue to have trouble stringing together victories.
The Celtics are back to .500 after coughing up a 24-point lead in the second half of a 120-115 loss at New Orleans. Brandon Ingram highlighted a 31-point performance by hitting a go-ahead 3-pointer with 33.3 second left in OT.
Zion Williamson scored 24 of his 28 points after halftime and had 10 rebounds to help the Pelicans win for the second time in seven games. Josh Hart was instrumental in the comeback and delivered 17 points, 10 rebounds, three blocks and a steal.
Jayson Tatum had 32 points and nine assists for Boston, which led 79-55 after Tristan Thompson’s free throws midway through the third quarter.

— The Nets picked up their season-high sixth straight win and wrapped up a 5-0 road trip by beating the Clippers, 112-108. James Harden delivered 35 points, 11 rebounds and seven assists as Brooklyn won again without forward Kevin Durant. Kyrie Irving added 28 points and eight assists to the victory, which puts the Nets within a half-game of Philadelphia for the Eastern Conference overall lead.
— The Raptors have a four-game winning streak after Pascal Siakam (see-A’-kam) and Fred VanVleet scored 23 points apiece in a 110-103 decision over the 76ers. Chris Boucher scored 11 of his 17 points in the fourth quarter for Toronto, hitting three 3-point shots while the Raptors opened the period on a 15-8 run to take the lead for keeps. Khris Middleton dropped in 32 to as Milwaukee won its second straight since a five-game losing streak. Tyrese Haliburton scored a team-high 23 points in Sacramento’s seventh consecutive loss.
— Shai Gilgeous-Alexander had 31 points and nine assists as the Thunder beat the Cavaliers, 117-101 to top a three-game skid. Al Horford had 16 points and eight rebounds and Hamidou Diallo scored 15 points off the bench in Oklahoma City’s first win in six road games. Cleveland dropped its 10th in a row despite Jarrett Allen, who furnished 26 points on 11 of 11 shooting while grabbing 17 boards.
— The Hawks had lost five of six and eight of 10 before Trae Young and Clint Capela furnished double-doubles in a 123-115 victory against the Nuggets. Young had 35 points and 15 assists, while Capela added 22 points and 10 rebounds. Jamal Murray had 30 points for the Nuggets, who trailed by as many as 22 in their fourth game in six days.
— Nikola Vucevic (VOO’-cheh-vihch) had 37 points and 11 rebounds for the Magic in a 105-96 victory over the Pistons. Vucevic had his seventh 30-point game of the season, two days after his third career triple-double. — David Pastrnak (PAHS’-tur-nahk) completed his second hat trick of the season by scoring with 2:56 remaining in the Bruins’ 7-3 outdoor win over the Flyers at Lake Tahoe. Charlie Coyle, Trent Frederic and Nick Ritchie scored in a 1:39 span late in the second period to give the Bruins a 6-2 lead. Craig Smith, Brad Marchand, John Moore and Connor Clifton each had two assists in Boston’s first win in three games.
WASHINGTON (AP) — The Washington Capitals avoided losing for the sixth time in their last eight games.
Alex Ovechkin’s power-play goal with 4:04 remaining lifted the Caps past the Devils, 4-3. Ovechkin’s tally gave Washington a 4-2 lead, but New Jersey got within a goal when Nikita Gusev (GOO’-sehv) beat Craig Anderson with 11.9 seconds left.
T.J. Oshie (OH’-shee) scored twice to end his nine-game goal drought and help Anderson pick up his first start and first victory since March.

— Brady Tkachuk’s overtime goal gave the Senators just their fifth victory in 20 games this season, 3-2 over the Canadiens. — Winnipeg’s Pierre-Luc Dubois scored 27 seconds into overtime to complete a 4-3 win over the Canucks and a sweep of their two-game set. Homa wins in playoff
LOS ANGELES (AP) — Max Homa (HOH’-mah) may not have scripted it this way, but the 30-year-old California has earned a victory in the PGA tournament near his hometown.
Homa captured the Genesis Invitational in a one-hole playoff against Tony Finau (FEE’-now). The win was secured just minutes after Homa missed a 3-foot birdie putt on 18 to extend the tournament.
Homa closed with a 5-under 66 and played the final 26 holes without a bogey for a minus-12 total.
Finau recorded his 10th runner-up finish worldwide since his lone victory in the Puerto Rico Open five years ago.
Sam Burns closed with a 69 and missed the playoff by one shot after leading the second and third rounds.
Meanwhile, Tiger Woods said he isn’t sure if he’ll be able to compete in the Masters this spring.
Woods said during the CBS broadcast of the Genesis Invitational that he doesn’t know when he will return from a fifth back surgery. The former No. 1 player had a microdiscectomy Dec. 23 and says he’s a little stiff.
When asked if he’ll play at Augusta, Woods replied, “God, I hope so.”

Desmond to sit out season again
UNDATED (AP) — Colorado Rockies outfielder Ian Desmond has decided to opt out for a second straight season.
The Gold Glove center fielder announced on his Instagram account that his “desire to be with my family is greater than my desire to go back and play baseball under these circumstances.”
No amount of lobbying by Rockies manager Bud Black could persuade the 35-year-old Desmond, who was scheduled to make $8 million this season.
Desmond did leave the door open for a possible return by adding “for now” in his post. He vowed to “continue to train and watch how things unfold.”

— Right-hander Aaron Sanchez has finalized his $4 million, one-year contract with the Giants, giving the team another veteran starter with Johnny Cueto (KWAY’-toh). The 28-year-old Sanchez sat out last year’s shortened season while recovering from surgery on his pitching shoulder. He went 5-14 with a 5.89 ERA over 27 starts and 131 1/3 innings for Toronto and Houston in 2018.
— Center fielder Kevin Pillar and the Mets have finalized a one-year, $5 million contract that adds depth and balance to New York’s outfield. Pillar split last season between Boston and Colorado, hitting a combined .288 with six home runs and 26 RBIs in 54 games. The Mets made roster room by designating pitcher Guillermo Heredia for assignment.
— Former Dodgers pitcher Stan Williams has died at 84 after being in hospice care due to the effects of cardio-pulmonary illness. The two-time All-Star helped the Dodgers win the 1959 World Series and was part of a powerhouse Los Angeles rotation that included Sandy Koufax, Don Drysdale and Johnny Podres from 1960-62. Known as the “Big Hurt” because of his penchant for pitching inside, Williams had a record of 109-94 and a 3.48 ERA during his 14-year career in the majors.

Bell rings true for JGR at Daytona
DAYTONA BEACH, Fla. (AP) — Christopher Bell was brought back to Joe Gibbs Racing this year to fill out the team’s roster of drivers.
Bell chased down Joey Logano on the winding Daytona road course for his first career Cup victory and a coveted spot in NASCAR’s playoffs. Bell was competing in his second race driving for JGR, which loaned him out to Leavine Family Racing last year for his rookie season.
Logano had to settle for second after building a decent lead late in the race. Denny Hamlin was third to give Gibbs two cars in the top three.
Kurt Busch finished fourth and Keselowski wound up fifth for a decent Team Penske rebound.

Djokovic wins 9th Australian Open, 18th Slam title
MELBOURNE, Australia (AP) — Novak Djokovic (NOH’-vak JOH’-kuh-vich) continues to creep closer to the all-time men’s record for Grand Slams.
The top-seeded Djokovic came away with his 18th slam and ninth Australian Open crown with a 7-5, 6-2, 6-2 victory over fourth seed Daniil Medvedev (DAN’-ihl MEHD’-veh-dehv).
Djokovic used superb serving, his usual relentless returning and baseline excellence to grab 11 of 13 games in one stretch before ending Medvedev’s 20-match winning streak.
It’s the third consecutive Australian Open trophy for the 33-year-old Serbian and sixth in the last 10 major tournaments overall. He is within two of the men’s record of 20 slams shared by Roger Federer and Rafael Nadal.

WASHINGTON (AP) — President Joe Biden is targeting federal pandemic assistance to the nation’s smallest businesses and taking steps to further equity in what is known as the Paycheck Protection Program. The administration is establishing a two-week window, starting on Wednesday, in which only businesses with fewer than 20 employees can apply for the forgivable loans. Such businesses are the majority of small businesses in the U.S. Biden’s team is also carving out $1 billion to direct toward sole proprietors, such as home contractors and beauticians, the majority of which are owned by women and people of color.
WASHINGTON (AP) — President Joe Biden will mark the U.S. crossing 500,000 lives lost from COVID-19 with a moment of silence and candle lighting ceremony at the White House. The nation is expected to pass the grim milestone on Monday, just over a year after the first confirmed U.S. fatality due to the novel coronavirus. The White House says Biden will deliver remarks at sunset Monday to honor those who lost their lives. He will be joined by first lady Jill Biden and Vice President Kamala Harris and her husband.
BEIJING (AP) — Chinese Foreign Minister Wang Yi is calling on the U.S. to lift restrictions on trade and people-to-people contacts while ceasing what Beijing considers unwarranted interference in areas such as Taiwan, Hong Kong, Xinjiang and Tibet. Wang’s comments at a Foreign Ministry forum on U.S.-China relations come as Beijing is pressing the administration of President Joe Biden to drop many of the confrontational measures adopted by the past administration. Biden has pledged reengagement in U.S. diplomacy but it’s unclear if that will change Washington’s policies toward Beijing. Many China issues, such as Taiwan and Xinjiang, have bipartisan support.
HOUSTON (AP) — Hospitals across the South are grappling with water shortages as the region carries on with recovery efforts in the wake of a devastating winter storm. Meanwhile, the weather offered a balmy respite — temperatures as high as the mid-60s in Houston. At the height of the storm, hospitals were left scrambling to care for patients amid record cold, snow and ice. The storm was especially damaging in parts of the country more accustomed to going through winter with light jackets and short sleeves. The icy blast ruptured water mains, knocked out power to millions of utility customers and contributed to at least 76 deaths.
PLANO, Texas (AP) — A misdemeanor charge has been dropped against a Black man who was arrested last week for walking home on a street during a snowstorm in Texas. Eighteen-year-old Rodney Reese was arrested Feb. 16 in Plano and charged with being a pedestrian in the roadway. Plano police say officers were performing a wellness check on Reese after they received a call about a Black man seen stumbling on the snowy roadway clad in a short-sleeved shirt. Body camera footage shows officers following Reese for about two minutes before arresting him. Plano Police Chief Ed Drain told KDFW-TV that the charge was dropped because the arrest wasn’t consistent with what officers were called to investigate. Drain says the arrest wasn’t racially motivated but Reese disagrees.
